RESOLUTION NO. 04-099
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
AUTHORIZING AWARD OF RED LIGHT PHOTO
AGREEMENT AND TAKING RELATED ACTIONS
WHEREAS, Section 21455.5 of the California Vehicle Code authorizes local
jurisdictions to install traffic signal automated photographic enforcement, more
commonly known as red light photo enforcement; and
WHEREAS, the City Council believes the implementation of red light photo
enforcement in the City of Poway will enhance the safety of signalized intersections and
reduce the accident rate; and
WHEREAS, "Traffic Signal Assessment Report", dated April 2004, was prepared
for the City of Poway to evaluate the locations with the highest rates of accidents at
intersections;
WHEREAS, the City Council seeks to implement a red light photo enforcement
program for the following intersections;
1. Eastbound and southbound approaches at the intersection of Ted
Williams Parkway and Pomerado Road;
2. Eastbound and westbound approaches at Poway Road and Pomerado
Road; and
3. Eastbound approach at Scripps Poway Parkway and Community Road.
WHEREAS, the City seeks to enter into a Consultant Agreement to provide red
light enforcement camera and data management system (the "Project");
WHEREAS, City staff has solicited proposals for a red light photo enforcement
program;
WHEREAS, funding for red light photo enforcement will be included in the Fiscal
Year 2004/05 budget amendment resolution and will be offset by program revenues;
and
WHEREAS, this action will appropriate $161,100 from the General Fund (100-
8912) to account number 0307-4120, Other Contractual Services, for this Project and
other related actions.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows:
A. That after advertising for bids in accordance with law, the City Manager is
authorized to execute a service agreement with the successful selected consultant for a
red light photo enforcement program at the following intersections:
1. Eastbound and southbound approaches at the intersection of Ted
Williams Parkway and Pomerado Road;
2. Eastbound and westbound approaches at Poway Road and
Pomerado Road; and
3. Eastbound approach at Scripps Poway Parkway and Community
Road.
B. That the expenditures of an amount not to exceed $161,100 be
appropriated from the General Fund (100-8912) to account number 0307-4120, Other
Contractual Services, for this Project and other related actions for the purpose of
providing funds for the Project and related costs.
C. That this Resolution shall take effect upon its adoption by the City Council.
PASSED, ADOPTED, AND APPROVED by the City Council of the City of Poway
at the regular meeting this 16th day of November 2004.
