MINUTES OF THE CITY COUNCIL
REGULAR MEETING
DECEMBER 7, 2004
The December 7,2004, Regular Meeting of the City Council of the City of Poway,
was called to order at 7:00 p.m., by Mayor Cafagna at the Poway City Council
Chambers, 13325 Civic Center Drive, Poway, California.

PRESENTATION OF COLORS AND FLAG SALUTE
Poway Boy Scout Troop 617 presented the colors and led the flag salute.
SPECIAL PRESENTATION
Mayor Cafagna presented Councilmember Rexford with a clock commemorating her
10th year with the City of Poway as a member of the City Council.
PUBLIC ORAL COMMUNICATIONS
Tom Farley, 12601 Cobblestone Creek Road, Poway, and his neighbor Scott Higley
presented Poway with their 16111 Lighted Christmas Tree located south of the 'Welcome
to Poway" sign at the City's western entrance on Poway Road.

Joe St. Lucas, 12033 Earlgate Court, Poway, expressed concern with the lack of code
enforcement officers to enforce code violations occurring on weekends
CONSENT CALENDAR
Motion by Councilmember Emery, seconded by Councilmember Rexford, to approve
the consent calendar as follows:
1. Approval of Minutes - City Council
November 16, 2004 Regular Meeting
November 23, 2004 Canceled Regular Meeting
3. City Clerk's Certification of Election for the Poway Municipal Election held on
November 2, 2004. (0725-40)
4. Adoption of Resolution No. 04-102, entitled: "A Resolution of the City Council of
the City of Poway, California, Reciting the Fact of the General Municipal Election
Held in Said City on November 2, 2004, Declaring the Results Thereof and Such
Other Matters are Provided by Law." (0725-40)

4.1 Status Report on the Domestic Violence Counseling Program.

COMMENT BY OUTGOING OFFICER
Mayor Cafagna said several people were present who wished to make presentations to
outgoing Councilmember Jay Goldby.
For his dedication and service to the City of Poway, Joe Browning, representing
Congressman Duncan Hunter presented Councilmember Goldby with a flag flown over
the nation's Capitol.

Tom Rogers, representing State Senator Dennis Hollingsworth and Janelle Riella,
Assemblyman George Plescia, presented Council member Goldby with a Proclamation
for his years of service to the City of Poway.
Kevin McClure, Executive Director for the San Diego Prevention Coalition, presented
Councilmember Goldby a plaque honoring him as prevention champion for the City of
Poway and the County of San Diego.
On behalf of the 600 Chamber of Commerce members, Toni Kraft and Howard Collins
presented Councilmember Goldby with a plaque of appreciation for his passion and
dedication to the City of Poway and its businesses.
Jim Howell, City of Poway Public Works Director, presented Councilmember Goldby
with a plaque and Resolution of Appreciation on behalf of the Metro Commission.
Chuck Cross, member of the Poway Parks & Recreation Committee, said he prepared a
letter for Councilmember Goldby's memory book in appreciation of his years of service
and involvement in the community.
Mayor Cafagna, on behalf of the City Council and City of Poway, presented
Councilmember Goldby with a memory book containing letters on his behalf from
members of the community. He also presented a proclamation from the County Board
of Supervisors.
5. Councilmember Goldby extended his thanks to citizens of poway who voted him
into office, the many volunteers who serve the city, city staff and City Councils for
their assistance over the years. (Councilmember Goldby left the dais at this
time.)
INSTALLATION OF NEW OFFICERS
6. Interim City Clerk Jeanne Bunch administered the Oaths of Office to
Councilmembers Merrilee Boyack and Bob Emery. (Both Councilmembers
assumed their seats at the dais.)
SELECTION OF DEPUTY MAYOR
7. Motion by Deputy Mayor Higginson, seconded by Council member Rexford to
appoint Council member Emery as Deputy Mayor for 2005. Motion carried
unanimously.
CITY MANAGER
8. City Manager Bowersox welcomed Bob Emery back on the City Council and
Merrilee Boyack as the newly elected Councilmember. He extended his thanks

to Penny Riley, Assistant City Manager, for her role in allowing the City Council
to meet in Poway's brand new City Council Chambers.
CITY ATTORNEY
9. City Attorney Tamara Smith extended her congratulations to newly elected
Councilmember Emery and Boyack.
MAYOR AND CITY COUNCIL-COMMENTS
10. Councilmember Boyack thanked her family, volunteers, past & present Council
members for their support.
11. Councilmember Rexford thanked Councilmember Goldby for his years of
dedication to the City of Poway, welcomed Merrilee Boyack as a new Council
member and Bob Emery as a returning Councilmember, and thanked Assistant
City Manager Riley for being able to hold this meeting in the new Council
chambers.
12. Council member Higginson welcomed Merrilee Boyack to the City Council and
Bob Emery's continuation as a Councilmember.
13 Mayor Cafagna also welcomed Merrilee Boyack and Bob Emery to the City
Council.
ADJOURNMENT
Mayor Cafagna adjourned the meeting on motion by Councilmember Rexford,
seconded by Deputy Mayor Emery, at 7:55 p.m. Motion carried unanimously.
