Res P-04-70 RESOLUTION NO. P-04-70 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING COMPREHENSIVE SIGN PROGRAM 03-02 AND RESCINDING RESOLUTION NO. P-02-25 ASSESSOR'S PARCEL NUMBER 317-130-47 WHEREAS, on December 9, 1980, the San Diego County Administrator approved CSP 80-16 for the former K-Mart Center (located on the northeast corner of the intersection of Poway Road and Midland Road) approving a Comprehensive Sign Program and 23 wall signs for tenants within the center; and WHEREAS, on May 25, 1982, the City of Poway City Council denied a request for a modification to CSP 80-16 to allow the approved wall sign letter height to be increased from a maximum of 16 inches to 36 inches; and WHEREAS, on June 5, 1984, the City of Poway City Council approved a request for a modification to CSP 80-16 to allow minor deviations to letter styles and increase approved letter height for the tenant space having frontage along Poway Road; and WHEREAS, on April 19, 1994, the City of Poway City Council approved a request for a modification to CSP 80-16M(2) to allow new lettering styles and colors, allow an increase in letter sizes, allow signage to advertise products and services, allow nationally recognized tenants to have letter styles and colors other than what was approved by CSP 80-16, and approve the installation of a monument sign along the Poway Road frontage and along the Midland Road frontage; and WHEREAS, on February 10, 1998, the City of Poway City Council approved a request for a modification to CSP 80-16M(3) to allow an increase in wall sign letter size for uppercase letters to 6 feet, 6 inches for major tenants, and changed approved font styles; and WHEREAS, on March 29, 2002, the City of Poway Council approved a request for a modification to CSP 80-16M(4) to allow vehicle dealers within the center to allow signage advertising the make of vehicles being sold, allow wall signage along the Midland Road frontage, and allow a variety of lettering styles subject to approval of the Director of Development Services; and WHEREAS, Comprehensive Sign Program (CSP) 03-02, submitted by the Travis Family Trust, Applicant, requests the approval of a Comprehensive Sign Program for the Poway City Centre located at 13630-13644 Poway Road, within the Automotive/General Commercial (AGC) zone and Poway Road Specific Plan. WHEREAS, on October 5, 2004, the City Council considered the above- referenced item. Resolution No. P-04-70 Page 2 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as follows: Section 1: This proposed project is Categorically Exempt (Class 11) from the California Environmental Quality Act (CEQA) pursuant to Section 15311 of the CEQA Guidelines, in that it is for the placement of minor structures accessory to (appurtenant to) existing facilities. Section 2: The proposed use is in accordance with the purposes and standards contained in the Poway Municipal Code and the Poway Road Specific Plan. Section 3: The City Council hereby rescinds Resolution No. P-02-25 and approves Comprehensive Sign Program 03-02, subject to the fOllowing conditions: A. Within 30 days of approval, the applicant shall submit in writing that all conditions of approval have been read and understood. B. All signs shall conform to the sign criteria and design guidelines contained within the Poway Road Specific Plan Development Standards and the general provisions of the Comprehensive Sign Ordinance of the Poway Municipal Code as amended from time to time. C. The fOllowing design standards shall apply to all tenants within the center: 1. Using the same background color on all signs. The same background color will be used on all signs in that proposed signs will be mounted directly on the wall of the buildings. 2. Using not more than three different colors for sign lettering. In addition to white, sign lettering on wall signage may have the following colors: #012 Yellow, #032 Red, and #072 Blue. 3. Proposed wall signs shall be constructed of individual channel letters made of Plexiglas faces. 4. All signs must be internally illuminated channel letters. 5. Different colors for tenant logos will be allowed subject to the approval of the Director of Development Services. Tenants that are part of a chain of stores with a nationally recognized sign design may utilize colors other than the approved colors. 6, The maximum number of wall signs allowed for anyone business shall be one (1) per street or parking area frontage, not to exceed two (2). Wall Resolution No. P-04-70 Page 3 signs are prohibited on the north elevation of the Major Tenant Building, the east elevation of Building A, and the west elevation of Building E. D. Approval of this request shall not waive compliance with Chapter 17.40 of the Zoning Code and all other applicable City Ordinances in effect at the time of Sign Permit issuance. E. Prior to installing a sign, the applicant shall obtain a Sign Permit from the Planning Division and any necessary Building Division permits. F. Lettering and font style of sign copy shall be approved as part of the individual Sign Permit.
