Res P-04-82 RESOLUTION NO. P-04-82 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING TEMPORARY USE PERMIT 04-76 TO HOLD THE POWAY HIGH SCHOOL HOMECOMING PARADE WHEREAS, Temporary Use Permit 04-76; Poway High School Associated Student Body, Applicant, requests approval to hold the Poway High School Homecoming Parade along Espola Road, Titan Way and Riparian Road on Friday, November 5, 2004, from 8:00 a.m. to 1 :00 p.m.; and WHEREAS, on October 26, 2004, the City Council considered the above- referenced item. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway, as follows: Section 1: The City Council finds that Temporary Use Permit 04-76 is Categorically Exempt (Class 4) from the California Environmental Quality Act (CEQA), pursuant to Section 15304(e) of the CEQA Guidelines, as the event is temporary in nature and will have no effects on the environment. Section 2: The proposed use is in accordance with the purposes and standards of Section 17.26.030.A of the Poway Municipal Code. Section 3: The City Council hereby approves Temporary Use Permit 04-76, the Poway High School Homecoming Parade along Espola Road, Titan Way and Riparian Road on Friday, November 5, 2004, from 8:00 a.m. to 1 :00 p.m. subject to the following conditions: A. The event and related off-site parking shall be conducted as shown on the site plan and application on file in the Development Services Department. B. This permit is valid during the hours of 8:00 a.m. to 2:00 p.m. on Friday, November 5, 2004, after which time the site shall be restored to its original condition. C. The barricades can be placed at 8:00 a.m. and shall be removed by 1 :00 p,m. on November 5, 2004. D, Approval of this activity shall not excuse compliance with all other sections of the Zoning Ordinance, and all other applicable State, County, and City Ordinances presently in effect. E. The site shall be developed in accordance with the approved site plan on file in the Development Services Department, Planning Division, except as otherwise provided herein. Resolution No. P-04-82 Page 2 F. Prior to the event, the applicant shall comply with the following: 1. The following City of Poway departments shall be contacted for appropriate permits, coordination, and inspections: Public Works, Community Services, Development Services (including the Building, Traffic Engineering, and Planning Divisions), Safety Services, and the Sheriffs Department. 2. Coordinate all traffic control and detours with the Sheriff's Department. 3. A copy of a signed waiver of liability is to be on file with the Development Services Department, Planning Division, covering the event, participants, and City equipment used during the event. 4. Signs shall be posted on Espola Road one week prior to the event giving the particulars of the date and times of closure, All signage shall be in conformance with the temporary signage provisions of the Poway Municipal Code. Contact the Development Services Department, Planning Division, regarding the Temporary Sign Ordinance prior to the installation of any sign. 5. Notify, in writing, residents affected by the road closure. The notices shall be mailed or hand delivered one week prior to the event. The notice shall include the details of the date and times of the event, and the area of the road to be closed. 6. The applicant shall have designated individuals at all times, and at specific locations, to provide liaison with representatives of the City's Safety Services and Sheriff's Departments. G. During the event, the applicant shall comply with following: 1. Prior to, and during the event, emergency vehicle access to any street, fire lane, building, parking lot, fire hydrant, or fire sprinkler system connection shall not be blocked. H. At the conclusion of the event, the applicant shall comply with the following: 1. Public streets, off-street parking sites, and areas within and adjoining the proposed area for the event, shall be cleared of debris, litter, temporary signs, and all other evidence of the event shall be removed upon its completion. Section 4: This approval shall become null and void on Friday, November 5, 2004, at 2:00 p.m., at which time the site utilized shall have been restored to its original condition.
