The March 29, 1990, meeting of the City Council of the City of Poway,
adjourned from the March 27, 1990, regular meeting, was called to order at 4:35
p.m. by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive,
Poway, California.

SIERRA CLUB CONTRIBUTION
City Manager Bowersox stated this item was added to this agenda by the Council
at their March 27, 1990 meeting as a result of Public Oral Communications by Kay
Harry of the Sierra Club. She had requested a donation of $2,000 to be a
sponsor of printing Earth Day coloring books which will be distributed in the
Poway elementary schools.
Following discussion by the City Council, motion by Councilmember Kruse,
seconded by Councilmember Emery, to appropriate $500 to the Sierra Club's Earth
Day coloring book project and requested staff to prepare guidelines for the
Council to use in considering future requests for funds from various organiza-
tions. Motion carried 4-0 with Councilmember Brannon absent.

ROAD STANDARDS/RESIDENTIAL SPRINKLERS
City Manager Bowersox introduced this item. Staff report by Fire Marshall
Krans who also showed a video entitled "Fire Power," illustrating the
effectiveness of residential sprinklers. Chief Krans noted the various basis
that other jurisdications use for requiring residential sprinklers, including
square feet of the structure and distance/time for fire response.
Mr. Tony Aviano, 12729 Stone Canyon Road, spoke in opposition to requiring
sprinklers in multi-family structures.
Mr. John Seymour representing the Construction Industry Federation, 6336
Greenwich Drive, San Diego, and Mr. Chris Stokes representing the San Diego
Apartment Association, 1011Camino del Rio South #200, San Diego, spoke in
favor of requiring residential sprinklers if certain critera cannot be met
such as access and response time.
Council suggested that the Fire Department offer to perform residential
inspections to point out to homeowners steps they could take to make their
residences more "fire proof," and publicize this service through Poway Today.
Motion by Councilmember Emery, seconded by Councilmember Kruse to direct staff
to prepare amendments to the Uniform Fire Code for road design critera to
allow improved fire access and residential sprinklers based on criteria to be
developed. Motion carried 4-0 with Councilmember Brannon absent.
ITEM 4 (1403-05)
HOUSEHOLD HAZARDOUS MATERIALS COLLECTION
Staff report by City Manager Bowersox. This item was requested by the City
Council as a result of a program being conducted by the Coronado Fire
Department which allows drop-off of household hazardous materials at any time.
There are many problems, including liability, associated with this program.
Staff recommends the City do one-day collections on a periodic basis, such as
monthly or quarterly. In addition, there are no longer any places in Poway to
dispose of used motor oil and, since this is the only household hazardous
waste that is not in its original container, staff should make a special
effort to develop a program for this item.
Council concurred with staff recommendation.

Upon motion by Councilmember Kruse, seconded by Councilmember Emery, Mayor
Higginson ordered the meeting adjourned. The time of adjournment was 6:10 p.m.
