REGULAR MEETING
FEBRUARY 22, 2005
The February 22, 2005, Regular Meeting of the City Council of the City of Poway,
was called to order at 7:02 p.m. by Deputy Mayor Emery at the City Council Chambers,
13325 Civic Center Drive, Poway, California.

Deputy Mayor Emery explained the procedures for Public Oral Communications.

homes at Poway Royal Estates and urged the City Council to approve their bid for

Motion by Council member Higginson, and seconded by Councilmember Boyack, to
approve the Consent Calendar as follows, with the exception of item 6.1 which was
removed for discussion and voted on separately.
2. Ratification of Warrant Register for the period January 24 through January 28,

EXTENSION OF CITY WATER SERVICE
TO EAST POWAY
City Manager Bowersox and Director of Development Services, Niall Fritz, gave the staff
report. Harlan Lowe, the owner of property located at 15348 Mina de Oro, submitted a
request that the City Council consider amending the Master Water System Facilities
Update Report to make provisions for the extension of City water to east Poway along SR-
67 that are not currently in the City water service; to study the costs of providing City water
to east Poway; and to potentially form an assessment district to cover the costs associated
with providing City water to east Poway.

City Council consensus was to direct staff to prepare a report breaking down
responsibilities between residents and the City, identifying costs, with an overall work
program and bring the item back to Council for consideration.
CONSENT CALENDAR ITEM REMOVED FOR DISCUSSION
6.1 Adoption of Resolution No. 05-010 Entitled "Approving the Form of and Authorizing
the Execution and Delivery of a Purchase and Sale Agreement and Related
Documents with Respect to the Sale of the Seller's Vehicle License Fee Receivable
from the State; and Directing and Authorizing Certain Other Actions In Connection
Therewith." (0700-35)
Motion by Council member Boyack, seconded by Deputy Mayor Emery, to adopt the
resolution. Motion carried 4-0 with Mayor Cafagna absent.
CITY MANAGER ITEMS
7. City Manager Bowersox reported that rainfall totals for this rainy season is over 20
inches of rain.
MAYOR AND CITY COUNCil-INITIATED ITEMS
9. Council member Boyack thanked Public Works staff for their hard work especially
during the storms and keeping the City intact despite all the flooding.
10. Councilmember Rexford commented on City of Escondido's program of presenting
Certificates of Appreciation to homeowners who have restored their historic homes.
She suggested a similar program in Poway.
12A. Deputy Mayor Emery gave a review of the Thai poway Restaurant located at 14034
Poway Road, and encouraged all to give it a try.
