CC 2005 03-03 CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING MARCH 3, 2005 The March 3, 2005, Adjourned Regular Meeting of the City Council of the City of Poway, was called to order at 6:04 p.m. by Deputy Mayor Emery at the City Council Chambers, 13325 Civic Center Drive, Poway, California. PowerPoint Presentation on Housing Solutions by Sue Reynolds of Community Housing Works, Matt Jumper of San Diego Interfaith and Ken Sauder of Wakeland Housing and Development. 8328 Page 2 - CITY OF POWAY - March 3, 2005 City Manager Jim Bowersox and Deborah Johnson gave the introduction to the presenters. Matt Jumper of San Diego Interfaith gave a PowerPoint Presentation on successful affordable housing projects in the community and highlighted its important role in preserving the current quality of life in Poway. He offered to give the presentation to other groups and organizations in the area. The following people spoke in support of affordable housing: Pat Bresee, 13120 Pomerado Road. #18, Poway Joyce Winge, Hillside Village, Poway Terry McCune, K Tube Corporation, Poway WORKSHOP ITEMS ITEM 1 (0200-30) PRE-DEVELOPMENT CONFERENCE 04-07 SPRINT PCS, APPLICANT TELECOMMUNICATIONS FACILITY 13855 BELVEDERE DRIVE (RR-C ZONE) APN 325-010-22 City Manager Bowersox and Niall Fritz, Director of Development Services, gave the staff report. A request for City Council direction and comment on the proposed installation of a new telecommunications facility on the private property of 13855 Belvedere Drive, on the north side of Poway Road off of Tierra Bonita Road, was received from the applicant, Sprint PCS, who presented three different proposals for the facility. None of the proposals complies with the City Wireless Communications Policy which is why this issue is before the Council for a Pre-Development Conference. Each proposal was discussed. Jim Kennedy, Project Designs Consultant on behalf of Sprint PCS, answered questions of the Council members. The City Council received the information, provided comment, but no action was taken. ITEM 2 (0360-20) REVIEW OF PROPOSED FIRE SAFETY STANDARDS City Manager Bowersox gave the staff report. To minimize the future losses from wildfire, the City is proposing to amend portions ofthe Building, Fire, and Zoning Code sections of the Poway Municipal Code, and the City of Poway's Guide to Landscape Requirements, to incorporate increased development safety standards. The objective of the code revisions is to establish minimum regulations that are intended to minimize the risk to life and property from exposure to wildland fires. This will be accomplished through modified brush management criteria, revised road and driveway standards that provide adequate emergency vehicle access, and modified construction requirements that minimize a structure's exposure to fire. 8329 Page 3 - CITY OF POWAY - March 3, 2005 City Planner, Patti Brindle, gave a PowerPoint presentation which recommended identification of emergency access routes for the Del Poniente and High Valley neighborhoods, building code changes, modification to the timing of weed abatement, revisions to the City's fire management zones, and revisions to driveway and road construction standards. The following members of the public commented on the presentation: Don Mechling, 17005 Dos Amigos, questioned the fire hazard map and requested more information. John Fitch, 14544 Cedar Ridge Court, wants additional public meetings to inform residents. Dee Fleishman, 14428 Midland Road, wants frank public discussion on possibly not building in certain areas to preserve and protect the land. Stan Kaminski 16405 Coyote Creek Trail, wants more emphasis on fire safety citing the experience gained from the 2003 fires. The City Council received the presentation, heard public comment and provided comments to staff, including contacting property owners for future workshops. No action taken. ITEM 3 (0220-40) PRE-APPLICATION GENERAL PLAN AMENDMENTS 04-01A - REZONE PARCELS APN 317-534-20, 317-540-15 & 16 04-01B - AMEND TRANSPORTATION ELEMENT ESPOLA RD. BETWEEN TWIN PEAKS AND TITAN WAY City Manager Bowersox and Director of Development Services Niall Fritz gave the staff report. On April 4, 1989, the City Council adopted a resolution providing for review of pre- applications for General Plan Amendments. The purpose of this review is to allow the proponent of the pre-application and staff to ascertain the City Council's level of interest in the request. Two applications were submitted this year. PGPA 04-01A requests a zoning boundary change that would re-designate 2.3 acres of RR-A zoned property to RS-7 and an adjoining 0.8 acres from CB to RS-7. PGPA 04-01 B requests to amend the Transportation Element of the Poway General Plan to re-designate the segment of Espola Road between Titan Way and Twin Peaks Road from a 4-lane secondary arterial to a 2- lane secondary arterial. 8330 Page 4 - CITY OF POWAY - March 3, 2005 Brian Regan, applicant, 1811 Rock Springs Road, San Marcos, began by saying he has amended his proposed project to a slightly different configuration than originally requested. Council asked staff for the City Attorney's interpretation on the impacts of Proposition FF based on the new proposal. Barry Schultz, 3830 Valley Center Drive, Suite 205, # 841, San Diego, attorney and development consultant, representing the homeowners, addressed item B. Council discussed both A and B and provided comments to the applicants and staff. No action taken. ITEM 4 (0260-10) LOTTERY OPTIONS SUPPORTING HOME OWNERSHIP PROGRAM (SHOP) City Manager Jim Bowersox gave the presentation. Last October, the City Council approved the Supporting Home Ownership in Poway (SHOP) Program and allocated $1.9 million of Inclusionary Housing Funds to implement the program's first phase. The deadline for accepting applications from interested first-time homebuyers was January 31, 2005. It will be necessary to conduct a lottery to assign a priority to each applicant. This lottery can be conducted either by the City Council, the Redevelopment and Housing Advisory Committee or administratively with the program administration consultant and city staff. The City Council concurred to have staff conduct the lottery with the program administration consultant in a fair manner.
