MARCH 15, 2005
The March 15, 2005, Regular Meeting of the City Council of the City of Poway, was
called to order at 7:05 p.m. by Mayor Cafagna at the City Council Chambers, 13325 Civic
Center Drive, Poway, California.

OAK KNOLL MONTESSORI, APPLICANT

City Manager Bowersox and Director of Development Services Fritz gave the staff report.
The applicant is requesting to convert a single-family residence to a Montessori school for
68 children. The existing 3,379-square-foot building is located at 15010 Pomerado Road.
The school will be open from 7:00 a.m. to 5:30 p.m., Monday through Friday. There will be
minor improvements to the exterior of the building, as well as interior improvements, and
the site will be improved to include 13 parking spaces for the proposed use.
There was no one present wishing to speak on this public hearing.

Motion by Deputy Mayor Emery, seconded by Council member Rexford, to close the public
hearing, and adopt Planning Resolution P-05-18 entitled, "A Resolution ofthe City Council
of the City of Poway, California Approving Conditional Use Permit 04-06 Assessor's Parcel
Number 314-360-27" approving with conditions. Motion carried 3-0 with Councilmembers
Boyack and Higginson absent.

MODIFICATION TO CONDITIONAL USE PERMIT 82-10M(3)
REVISION TO DR 90-03R
POWAY COUNTRY PRESCHOOL, APPLICANT
14411 NORWALK LANE - APN 314-194-23
City Manager Bowersox gave the staff report. The applicant is requesting approval to
enclose an existing courtyard that will add approximately 1,000 square feet to the existing
Poway Country Preschool located at 14411 Norwalk Lane, within the RS-4 zone and the
Old Poway Specific Plan area. The addition is for the purpose of a multi-purpose room and
internal connection between classrooms. There are no changes proposed to the number of
students, classes, or hours of operation.
There was no one present wishing to speak at this public hearing.
Motion of Councilmember Rexford, seconded by Deputy Mayor Emery, to close the public
hearing, and adopt Planning Resolution P-05-19, entitled "A Resolution of the City Council
of the City of Poway, California, Approving a Modification to Conditional Use Permit 82-
1 OM(3) and Revision to Development Review 90-03R, Assessor's Parcel Number 314-194-
23" approving with conditions. Motion passed 3-0, with Councilmembers Boyack and
Higginson absent.
CITY MANAGER ITEMS
18. City Manager Bowersox introduced Lt. George Beatty, Sheriffs Lieutenant, who
joined Poway in December 2004.
Mr. Bowersox reported on the successful bond sale ofthe City's selling rights ofthe
Vehicle License Fees that the State borrowed from the City this year. The City will
receive the funds from the bond sale shortly.
MAYOR AND CITY COUNCIL-INITIATED ITEMS
21. Councilmember Rexford suggested that when Deputy Mayor Emery gives his
restaurant reviews, he should indicate if that particular restaurant is a supporter of
sports in Poway.

23. Deputy Mayor Emery gave a review of the Lucky Chinese Restaurant. He reported
that the food is very good and they do a great take-out business.
24. Mayor Cafagna reported on his trip to Washington D.C. meeting with the legislature
on transportation funding for the San Diego area. It appears the legislature will pass
a bill in the spring for about $280 billion of highway funds, countrywide, with San
Diego region getting its fair share. The region may also get an additional $80 million
needed for major transportation projects, many that are TransNet funded projects
requiring matching federal funds.
