Palomar-Pomerado Hospital District Applicant: Report.
on the status of the classroom trailer on the grounds
of Pomerado Hospital in the Open Space zone.

BACKGROUND
on June 4, 1985 the Council approved CUP 85-06 for a two-year
period. Said permit allowed the use of a portable trailer as a
temporary classroom as part of a chemical dependency program.
Condition No. 4 under Section 3 of Resolution No. P-85-30 required
an annual review of the project by the Council to monitor
compliance with the conditions of approval
When the permit was approved, the District anticipated replacing
the trailer, on-site, with a permanent building within two years.
Since that time, the District presented their proposed master plan
to the Council. Following the Council direction to reduce the
number of proposed buildings, the•applicants have been looking off-
site for a location on which the replacement facility will be
constructed. Recent discussions with the District's Planning_
Department have indicated they will be submitting an application
for a Development Review for the new facility within six months.

RECOMMENDATION
It is recommended that the City Council approve the annual review
of CUP 85-06 andapprove the use of the trailer as a temporary
classroom until June 4, 1987.

APPROVING CONDITIONAL USE PERMIT 85-06
AND MINOR DEVELOPriENT REVIEW 85-26
ASSESSOR'S PARCEL NUMBER 275-461-04
WHEREAS`, Conditional` Use Permit 85-06 and Minor Development
Review 85-26 submitted by Palomar Pomerado Hospital District
applicant, requests approval for a temporary trailer for classroom
purpose within the Pomerado Hospital site in the OS (Open Space)
zone located at 15615 Pomerado Road.
WHEREAS, on June 4., 1985, the City Council held a` duly
advertised public hearing to solicit continents from the -public, both
pro and con, relative to`this application..
NOW, THEREFORE, the City Council does hereby resolve as
follows:

CONDITIONAL USE PERMIT 85-06
1 That the location, size, design, and operating
characteristics.of the proposed use will be compatible with
and will not adversely affect or be materially detrimental
to adjacent uses, residents, buildings, structures, or
-f� natural resources
2. That the harmony in scale, bulk, coverage and density is
consistent with adjacent uses;
3. That there are available public facilities, services and
utilities;
4. That there will not be a harmful effect upondesirable
neighborhood 'characteristics;
5. That the generation of traffic will not adversely impact the
surrounding streets and/or the City's Circulation Element;
6. That the site is suitable for the type and intensity of use
or development which is proposed;
7. That there will not be significant harmful effects upon
environmental quality and natural resources,-
8. That there are no other relevant negative impacts of the
proposed use that cannot be mitigated; and
9. That the impacts, as described above, and the location of
the proposed use will not adversely affect the City of Poway
General. Plan for future as well as present development.

1. That the proposed development is in conformance with the
Poway General Plan.
2.. That the proposed development will not have an adverse
aesthetic, health, safety, or architecturally related impact
upon adjoining properties.

3. That the proposed development is in compliance with the
ZoningOrdinance.

4. That the proposed development encourages the orderly and
harmonious appearance of structures and property within the
City.
Section 2 Environmental Findings:
A Categorical Exemption, Cass 1, has been issued under the
provisions of the California ' Environmental dict.
Section 3: City Council. Decision:
The City Council hereby approves Conditional Use Permit 85-06
and Minor Development Review 85-26 subject to the following
conditions:"
1. A bond, letter bf credit orcashdeposit for $1,000 shall
be required to ensure the removal of the trailer prior to
building permit issuance for future permanent -structure
construction on the hospital site.

2. The conditional use permit for the mobile classroom shall
expire on June 4, 1987.
3. During,construction installation of temporary trailer the
contractor shall be required- to provide traffic control for
all vehicles involved in any phase of the construction
project. The contractor shall clean up any debris, dirt,
rocks, etc. generated by the construction, ie: spilling
loads, mud on city/private streets. The hours of
construction shall be 7:00 am - 7:00 pm Monday through
Saturday.

4. Annual review of CUP 85-06 is required to monitor compliance
with the conditions of approval within said resolution.
5. A building permit is required for construction and siting
of the temporary trailer,

6. The applicant shall submit and have an approved landscape
• plan illustrating a proposed landscaping around the base of
the trailer to the satisfaction of the Director of Planning
Services prior to building permit issuance.
Section 4 City Council Decision:
The City Council-hereby approves Conditional Use ,Permit 85-06 and
Minor Development Review 85-26 subject to the following Standard
Conditions:
I. APPLICANT SHALL CONTACT THE DEPARTMENT OF PLANNING AND BUILDING
SERVICES REGARDING COMPLIANCE WITH THE FOLLOWING CONDITIONS:
A. SITE DEVELOPMENT
1. Site shall be developed in accordance with -the approved site plans
on file in. the Planning Services Department and the conditions
contained herein.
2. Approval of this request shall not waive compliance with all
sections of the Zoning Development Code and all other applicable
City Ordinances in effect at the time of building permit issuance.
3. Prior to any use of the project site or business activity being
commenced thereon, all conditions of approval contained herein shall
be completed to the satisfaction of the Director of Planning
Services.
4. The applicant shall comply with the latest adopted Uniform Building
Code, Uniform Mechanical Code, Uniform Plumbing Code, National
Electric Code,-Uniform Fire Code, and all other applicable codes and
ordinances in effect at the time of building permit issuance.
5. This approval shall become null andvoid if building permits are not

issued for this project within one year from the date of project
approval.

C. LANDSCAPING
1. A detailed landscape and irrigation plan shall be submitted to and
approved by the Public Services. Department and Planning Services
Department prior to the issuance of building permits.
2. All landscaped_ areas shall be maintained in a healthy and thriving
