Church, Merle Watson, App1ican ABSTRACT 'Request.: Consideration of a request to construct a 11,300 square foot church facility. Location: The triangular parcel located between Espola and Old Espola.Road, adjacent to the City of San Diego. Gross Acreage: 1.10 acres Surrounding Land Use: The properties to the north, east, south, and west are all zoned for single family residential. Two existing churches are located to the east. Slope: Six percent General Plan and zoning: The subject property, is zoned RR -C. The land located to the west belongs to the City of San Diego and is zoned for single family residential Summerfield Estates, zoned RS -7, is located to the south. Properties to the north and east are zoned RR. -C. History: A number of development proposals: and zone change requests have been submitted for the subject parcel. For semi-public and public uses, a ` 50 foot setback buffer must be maintained from all single family residential zones. When adjacent to street frontages, a minimum of 20 foot landscaped setback is required. Parking lots should also be planted with 15 gallon minimum size trees every three g. spaces-. Parking for church facilities require either one space per every three seats or one space every 45 square feet of gross floor area within the main audi- torium where there are no fixed seats. The applicant is providing 70. spaces for the 2,640 square foot sanctuary. City parking standards require 58 spaces. The overall height of the church tower cannot exceed { 35 feet from street level.'' Genera Plan: The average slope for land proposed.for public uses should be ten percent or less.; The building design and the use of textured materials should be combined to create a structure that is consistent with the rural character of Poway. The fact that this pro- perty is at a -main entranceway into the City emphasi- zes the importance of the design. Discussion: Aspreviouslymentioned,, the major difficulty in the development of this site is that a majority of the property lies within a valley or, hole. The applicant has prepared a unique solution to this problem. Instead of filling the site to street grade, the church is proposing to offer underground parking. The church facility would be constructed on pylons at street grade with the area underneath to be used for parking. The church would appear, from most eleva- tions to be built at street level.
