BACKGROUND;
A. Project Description
on July 8 PI986 the City Council approved Development Review 86.-1.0
- and Temporary Use Permit 86-40 permitting the, construction of 148
single-family homes and a model home complex to be known as the
"Pal i stades" .
Standard. Pacific is now ready to begin. construction of the
Palisades subdivision -and is requesting a temporary use permit to
establish a sales tra.iller to be used until the model. homes/sakes
office can be constructed.., The applcant. has estimated that it
will take six to nine months to complete the model complex..
Adjacent areas nc"lude the Rancho Arbolitos Swim and tennis Club to
the northeast with the remainder of the undeveloped Palisades residen-
tial subdivision to the eastr went., and, south.
Access ` to" the s te. will occur from Arbolitos Court near its inter-
" section with Arbo-litos Drive.. A paved. eleven space parking lat
E will be constructed in conjunction with the trailer., � then the
trailer° i.s. rem®ved., the parking will be us"ed for customers vsit%ng
the, model homes complex., The trailer and parking lot will be. exten-
E sively landscaped. with;treesr shrubsr and. groundcover.
The: trailer is 10' feet wide by 30 feet i:n. length.. Its exterior
consists of tan stained wood siding with brown . trim. and. wndov
framing.. The entrance way consists of a ` combination of concrete
aggregate paving, a wood deck, and planter. boxes.
Te�-€zporary toilet facilities will be located on site. Electrical
power and water, service are available to the area.
The: Poway Municipal Code allows a temporary use permit fora
period up to two years for this type of use. It is- recommended
that the trailer be allowed to remain a maximum of one year or

A RESOLUTION. OF THE CITY COUNCIL.
OF THE CITY OF POWAY, CALIFORNIA
APPROVING ` TEMPORARY USE PERMIT 86-83
WHEREAS, Temporary Use Permit 86-83, submitted by Standard
Pacific, applicant, requests to use a trailer as. a temporary sales
office until the Palisades model home/sales office canbe
constructed for the property located at 14172. Arbolitos-Court, in
the Planned: Community (PC) zone:;. and
WHEREAS, on October 28:, 1986, the City Council held a hearing
on the above -referenced item.
NOW, THEREFORE', the City Council does hereby resolve as.
follows:
Section 1: Findings:

1. ` That the proposed development is in conformance with the
Poway General Plan.
That the proposed development will not have an adverse
aesthetic' health,: safety, or. architecturally -related
Impact. •upon: adjoining properties=..
That the' proposed development is in, compliance with, the
Zoning Ordinance.
4.. That the proposed development encouragesthe orderly and
-harmonious appearance of structures and property within
the City.
Section 2: City Council. Decisione.
The City Council_ hereby approves Temporary Use Permit 8:6-83
subject to the following conditions:
1. All proposed grading shall be designed and accomplished in
accordance with the City's Grading Ordinance.
2. The lot shall be landscapedin accordance withthe
approved. plan.:
