The September 30, 1986, regular meeting of the City Council of the City of
Poway was called to order at 7:00 p.m. by Mayor Kruse at the City Council
Chambers, 13325 Civic Center Drive, Poway, California.

at Mark Stevens and Poway Road caused by the construction for Sunrise Ranch.
The cones that have been put up to delineate lanes creates an even more
dangerous situation.

City manager Bowersox. stated the ultimate solution may be closing off Mark
Stevens access to Poway Road*- Improvement. of an easement into the adjacent sub-
division would give the residents on Mark Stevens a safer access at a more
northerly. ` location. Staff will be meeting with, the residents, to discuss this..
The mate problem of motorists ignoring the 25 mph construction zone speed:
limit and getting confused because of the cones should be partially resolved, by
rewiring the developer to clue up the trench and remove the cones each. night..

that it intends to transfer its franchise:to New Cox Cable San Diego, Inc. Such,
a 'transfer- is allowed under our existing franchise as long as there is no changes
in the: managerial, financial or technical operation of cable service in Poway,.
and no percentage change. in ownership. He recommended Council give consent to
Cox Cable San Diego to transfer its cable; television franchise to New Co. Cable

Council explained their authority is extreaei y limited. TheL Cable Industry is
deregulated and Council cannot interfere with fees or program content.; Council
discussed improving relations and. providing a better opportunity for citizens to
interact with a representative in the local area.
