Award of Bid Lake Poway Concession Lease
ABSTRACT
On January 16, 1986, bid proposals were accepted for the leasing of
the Lake Poway Snack Bar and Bait and Tackle Concession and the
Ballfield Concession. One bid was received and staff is recommending
award of the concession operations to the bidder.

L BACKGROUN
The: current lease expired on December 3.1, 1985. The concession hats-
been operated on a month-to-month basis since that time by the
-present' leasee, Tenn and Elizabeth Jacoby.
`°- The City constructed a new concession building near the Lake Poway
ballfield and has decided that both.concessions:should be operated
by the same per. sonl s) in order to avoid competition,
The Jacoby@`s were notified by the City that the two concessions
should be leased under one lease agreement. The Jacoby`s Were
offered the right of "First Refusal"' of a renegotiated lease which
would include provisions for the operation of the new concession
as well ai the existing snack bar and bait and tackle shop. The
Tacoby's sent a letter to the City stating they were not interested
in operating both concessions. (Attachment)

bidder was Mr. Felipe Gastro of San. Diego, California..

Dear Mr. Jacoby:
The initial two (2') yearterm of your lease of the
Lake. Poway Snack
Bar and Bait and Tackle Shop, willexpire on December 31, 1985.
As you are no .doubt aware, the City has just about
completed
construction of another Snack Bar at the Lake Park.
The City feels
that this new concession must be open during events
taking place in
the ballfield area and should be operated by whomever

Because there will now be- two (2:) snack bars and 'also
because the

hours of operation may be changed, the terms of the
leasee will be
affected.
By way, of thisletter,. the City is offering you the
right of "First

If we do not receive your response by, 5:00` p .m.. on Mondale December. 23
1985, the. City will arrange to continue your lease on a month to
month basis beginning on January 2 1986 until such
'time as a new
tenant can be found and begins a long term lease of
the facilities.
