NOTICE OF SPECIAL TAX LIEN
FOR COMMUNITY FACILITIES DISTRICT NO.1
OF THE CITY OF POWAY (POMERADO BUSINESS PARK PROJECT)
Pursuant to Section 3114.5 of the Streets and Highways Code and Section 53328.3 of the
Government Code, the undersigned clerk of the legislative body of Community Facilities District
No. 1 of the City of Poway (Pomerado Business Park Project), State of California (the "District")
hereby gives notice that a lien to secure payment of a special tax has been imposed by the City
Council of the City of Poway, State of California, sitting as the legislative body of the District.
The special tax secured by this lien is authorized to be levied for the purpose of: (1) paying
principal and interest and other costs associated with bonds, the proceeds of which are being used
to finance construction, expansion, rehabilitation or purchase of certain local facilities, including
but not limited to, park facilities, local recreational use parks, street and access improvements,
sewer improvements and drainage improvements, together with appurtenances and appurtenant
work; (2) providing for the construction of the above-described facilities and certain other costs
and expenses in connection therewith; and (3) providing moneys needed to create or replenish
certain reserve funds.
The special tax was authorized to be levied within Community Facilities District No. 1 of
the City of Poway (Pomerado Business Park Project) which has heretofore been officially formed
and the lien of the special tax is a continuing lien which has and shall continue to secure each
annual levy of the special tax and which shall continue in force and effect until the special tax
obligation is prepaid, permanently satisfied, and canceled in accordance with law or until the
special tax ceases to be levjpd and a notice of cessation of special tax is recorded in accordance
with Section 53330.5 of tire Government Code.
The rate and method of apportionment and manner of collection of the authorized special
tax is as set forth in Exhibit A hereof.
Conditions under which the obligation- to pay the special tax may be prepaid are
permanently satisfied and the lien of the special tax cancelled are as follows:
No provision has been made for prepayment of the Special Tax obligation.
Notice is further given that upon the recording of this notice in the office of the County
Recorder, the obligation to pay the special tax levy shall become a lien upon all nonexempt real
property within Community Facilities District No.1 in accordance with Section 3115.5 of the
Streets and Highways Code.

The names of the owners and the assessor's tax parcel numbers of the real property
included within this community facilities district as they appear on the latest secured assessment
roll as of the date of recording of this notice are as listed on Exhibit B attached hereto.
Reference is made to the boundary map of Community Facilities District No. 1 recorded
at Book 24 of Maps of Assessment and Community Facilities Districts at Page 12 in the office of
the County Recorder for the County of San Diego, State of California, which map is now the
final boundary map of Community Facilities District No. 1.

RATE AND MErnOD OF APPORTION-1ENr OF SPEX::IAL TAX
The Resolution of Intention generally sets forth the rate and
apportiorment of the special tax to allow each landowner or resi-
dent within the proposed District to estimate the annual naximum
ancunt that ~uld be required for paynent. For particulars as to
the rate and method of apportiorment, see the following:
RATE OF SPEX::IAL TAX
The COmmunity Facilities District is considered as a single zone,
and the special tax or charge to be levied and collected is a
special annual tax used to pay for the costs of public facilities
benefiting the COmmunity Facilities District area. The tax would
be levied on property on an acreage basis beginning in the year
following the filing of final nap under the subdivision nap act.
Each property owner would pay for 25 years. '!be per acre tax for
each "net usable acre" would be the sane for each "net usable
acre" for any given year and has been established at a minimum
rate of $7,638 per year in fiscal year 1986-87 and would escalate
at 3 percent per year until 1996-97. If the minimum tax rate is
insufficient, a naximum tax of $12,250 per "net usable acre", as
shown on the final nap, and/or on a nap on file with the City
Clerk, nay be levied in fiscal year 1986-87, or any fiscal year
thereafter. If 00 final nap has been recorded and/or no nap is
on file with the City Clerk, the naximum tax rate nay be levied
on the basis of 274.45 "net usable acres".
