The Council agenda report states that the workshop will be scheduled for July 16th to discuss in more detail some of the recommendations made by the LMD Advisory Committee and to come to a consensus on a clear plan of action. The LMD Advisory Committee continues to believe that the next critical step is preparation of a Landscape Master Plan (LMP) for the LMDs for the following reasons: 1) A successful re -ballot to increase LMD revenues must be the primary goal of the City. 2) One of the most prevalent reasons given by property owners for not supporting the 2018 ballot was lack of a plan describing what they would get for an increase in assessment. A LMP will address that concern and provide that plan. 3) Public support is critical to the success of a re -balloting campaign. A Landscape Master Plan will be the mechanism for generating public enthusiasm and support. 4) If the City is awarded the Hazard Mitigation Grant Program (HMGP), possibly as early as December 2019, the LMP would be the roadmap to provide site guidance for the arborists as the tree cutting and clearing begins. 5) The LMD Advisory committee is prepared to lead a re -balloting effort on behalf of the LMDs and the City, supported by the vision and documentation of a LMP. The LMD Advisory committee recognizes that due to the current budget constraints for FY19/20, the City is hesitant to commit funding for a Landscape Master Plan. At the May 7, 2019 City Council meeting, Item 4.2 authorized the carry-over of $172,899 of previously authorized general funds into the fund balances for LMDs 83-1 and 86-1 for their use during FY19/20, with the stipulation that those funds be used for water and tree maintenance. Given that FY19/20 LMD account balances have been supplemented with the carry-over funds, the LMD Advisory Committee requests that the City Council consider using existing LMD revenues to prepare the LMP and conduct related analyses as follows: 1) Prepare a Landscape Master Plan funded with existing LMD revenues, not to exceed a cost of $150,000 for both LMDs 83-1 and 86-1. 2) Conduct a high level engineer's analysis of the LMD configurations with existing LMD revenues (given that LMD configuration was a significant issue in the failed ballot), incorporating analysis of one or both of the following options: • Option 1: Conduct a high level assessment of a realignment of the properties within 83- 1 and 86-1 with the intent of removing portions of LMD parcels that should logically not be included. Cost not to exceed $20K. • Option 2: Conduct a high level assessment of the areas within 83-1 and 86-1 that might benefit by the creation of overlay LMDs. Cost not to exceed $20K. Note: an overlay LMD is one that is created to provide a supplemental assessment for a specific area within an existing LMD. For example, the 144 homes in Bridlewood Lakeside comprise an area that is geographically distinct, and could benefit from an overlay CMD in order to fund the rehabilitation of their two street entrances and common areas. 3) Given that future (post -LMP) funding for LMD improvements and rehabilitation may, at least temporarily, require the use of City funds, and recognizing that the City may not be in a position 2 of 3 June 4, 2019, Item #6.1 to grant all funding requests even after a successful re -ballot, the LIVID Advisory Committee is encouraging the City to explore creative funding alternatives which may include loans to the LMDs that will be paid -back with future assessment revenue.
