RESOLUTION NO. 05-033
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA,
APPROVING THE DIRECTOR OF PUBLIC WORKS TO SUBMIT A FUNDING
APPLICATION TO THE CALIFORNIA DEPARTMENT OF WATER RESOURCES AND
STATE WATER RESOURCES CONTROL BOARD TO OBTAIN AN INTEGRATED
REGIONAL WATER MANAGEMENT IMPLEMENTATION GRANT PURSUANT TO
THE WATER SECURITY, CLEAN DRINKING WATER, COASTAL AND BEACH
PROTECTION ACT OF 2002 FOR THE RAMONA BY-PASS LINE PROJECT.
WHEREAS Proposition 50, the Water Security, Clean Drinking Water, Coastal
and Beach Protection Act of 2002, is a Water Bond initiative approved by California
voters in November 2002. The Integrated Regional Water Management (IRWM) Grant
Program is a new program under Chapter 8 of Proposition 50. Approximately $380
million is anticipated to be available for IRWM grants; and
WHEREAS, the intent of the IRWM Grant Program is to encourage integrated
regional strategies for management of water resources and to provide funding, through
competitive grants, for projects that protect communities from drought, protect and
improve water quality, and improve local water security by reducing dependence on
imported water; and
WHEREAS, the IRWM Grant Program is administered jointly by the Department
of Water Resources and State Water Resources Control Board and is intended to
promote a new model for water management; and
WHEREAS, the Ramona By-Pass Line Project would provide water supply to the
Lester J. Berglund Water Treatment Plant for treatment and distribution to the San
Diego County Water Authority during emergencies; and
WHEREAS, the Ramona By-Pass Line Project is a joint project with the San
Diego County Water Authority (SDCWA) which consists of a pressure-reducing station
and connecting pipeline to bypass existing facilities and convey water stored in Lake
Ramona to the First Aqueduct; and
WHEREAS, the treated water delivered to the SDCWA during high demand
periods will provide some relief to the region's treated water delivery system; and
WHEREAS, the Director of Public Works for the City of Poway is hereby
authorized and directed to prepare the necessary date, make investigations, execute,
and file such application.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows:

1. The Director of Public Works is appointed as agent to conduct all
negotiations, execute and submit all documents including, but not limited to,
applications, agreements, payment requests and so on, to the California Department of
Water Resources and State Water Resources Control Board to Obtain an Integrated
Regional Water Management Implementation Grant pursuant to the Water Security,
Clean Drinking Water, Coastal and Beach Protection Act of 2002 for the Ramona By-
Pass Line Project.
PASSED, ADOPTED, AND APPROVED by the City Council of the City of Poway
at a regular meeting this 3rd day of May 2005.
