There was no one present wishing to speak. ITEM 3 CHANNEL IMPROVEMENTS AT HALEY'S TRAILER PARK City Manager Bowersox introduced Senior Civil Engineer Gordon Dobler who showed a map of the floodplain across the property east of Community Road and the options looked at by staff to preserve the existing trees while improving the channel to 100 year flood standards. The Council and staff left the Council Chambers at 4:15 p.m., and walked to the Haley property to review the area and the trees proposed to be removed. Mitch Beauchamp with Pacific Southwest Biological Services and Chris Baker with Valley Crest Landscaping talked about the proposed restoration work and the trees that can be saved by being moved. 3614 Page 2 - CITY OF POWAY ADJOURNED REGULAR MEETING - January 4, lggO The meeting was reconvened in the Council Chambers at 5:00 p.m. Staff members Bob Thomas, Director of Community Services, Susan Pulone, Director of Administrative Services, Michael Putnam, Performing Arts Center Manager, and Patrick Foley, Senior Management Analyst were present at this time. Speaking in opposition to staff recommendation: Joe St. Lucas, 13033 Earlgate Court Jami Marley, 13036 Earlgate Court Jennie St. Lucas, 13033 Earlgate Court Dale Schafer, 14568 High Valley Road, representing the Haley Estate Trust Margaret Lester, 13517 Poway Road, #20 T.W. Hett, 13042 Dana Vista The speakers expressed concern over loss of trees, effect on wildlife, and visual impact of the shopping center. Following discussion, Council concurred the impact of staff's recommendation is severe. Motion by Councilmember Emery, seconded by Councilmember Kruse to request staff to work with a sub-committee of two Councilmembers to investigate alternatives and involve the neighbors in the process. Motion carried 3-0 with Councilmember Brannon and Mayor Higginson absent. Councilmembers Emery and Goldsmith volunteered to be that sub-committee. RE~E,~ AgO ~U.L TO ORDER Deputy Mayor Goldsmith recessed the meeting at 5:35 p.m., and called it back to order at 5:45 p.m., with Councilmember Brannon and Mayor Higginson absent. ITEM 4 PERFORMING ARTS CENTER OPENING ACTIVITIES Director of Community Services Thomas and Performing Arts Center Manager Putnam reviewed the proposed opening activities which will extend over two months. The first opening will be May 11. Council concurred with staff's efforts to plan a broad spectrum of activities that can appeal to all segments of the community. ITEM 5 PRE-DEVELOPMENT CONFERENCE ROBERT O'CONNOR - 13056 POWAY ROAD Staff report by Director of Planning Services Wright-Quastler. Mr. O'Connor is requesting consideration of a muffler shop at 13056 Poway Road, adjacent to their current business, Poway Equipment Rental, and currently the site of his parent's single family residence. She reviewed staff's concerns with the proposal. 3615 Page 3 - CITY OF POWAY ADJOURNED REGULAR MEETING - January 4, 1990 Robert O'Connor, father and son, spoke regarding the proposed use and potential for improving the property.
