There was no one present wishing to speak. Mayor Hlgglnson stated that Items 3 and 4 would be considered in reverse order. ITEM 4 PRE-APPLICATION GENERAL PLAN AMENDMENTS 90-01 Mayor Higginson explained the pre-application process as the opportunity for an applicant to get informal input from the Council before a formal General Plan Amendment application is made and fees paid. P-GPA 90-01B, Roy and Kendall Erb, owners - 1.1 acres located at 13873 Country Creek Lane located on Lot 49 of the Country Creek development. The owners are requesting a change from RR-C to RS-2. It has been removed from the floodplain and a change in zone would allow a lot split. Any change would require approval by the voters under Proposition FF. Roy Erb, 13895 Country Creek Road, presented his request. Council concurred that they had no interest in a change. 3649 Page 2 - CITY OF POWAY ADJOURNED REGULAR MEETING - February 1, 1990 P-GPA go-01C, Brenda Terry and Robert Thompson, owners - 1.75 acre site located east of Midland Road opposite Putney Road and south of Apache Road. Two appli- cants have joined together and are requesting a change from RS-2 to RC. Councilmember Brannon disqualified herself and left the room. Allan Cooper, 7797 Forrestal Road, San Diego, engineer representing the appli- cant, stated that there is no benefit with the current zoning to develop these parcels as the cost for the public improvements required are prohibitive. Earl Clampett, 12623 Pedriza Drive, representing Christian Life Fellowship Church, stated they would like to expand their facilities. Brenda and Don Terry, 13646 Midland Road, stated they felt the current zoning was incompatible with the surrounding development. City Manager Bowersox stated that a church is allowed within any land use zone and a rezone would not be required to expand their facilities. Council concurred there was no perceived public benefit in changing the zoning. (Councilmember Brannon re-entered the meeting.} P-GPA 90-01D, Thomas Chen~ owner; ERB Engineerin9, applicant - 2.3 acres located on the south side of Twin Peaks Road between Roberto Rio Road and Espola Road. The owner is requesting a change from RS 4 to CN. Council has recently considered and denied a seven lot subdivision proposal under the current zoning due to incompatibility with the surrounding commercial and recreational land uses. {TTM 88-10} Don Ayles, ERB Engineering, 14005 Midland Road, presented a conceptual plan. David K. Llang, 13154 Jane Court, San Diego, spoke regarding potential tenants of the proposed commercial center. Council concurred they would be willing to look at a proposal and stressed the necessity to work with the surrounding residents. ITEM 3 AIRPORT RELOCATION Jack Koerper, Special Projects Director for SANDAG, presented an overview of the Draft Final San Diego Air Carrier Airport Site Selection Study they've pre- pared at the request of the City of San Diego with a grant from the Federal Aviation Administration. The study was developed to determine the best possible relocation site for Lindbergh Field and accommodate long-range aviation demand for 40 million passengers. 3650 Page 3 - CITY OF POWAY ADJOURNED REGULAR MEETING - February 1, 1990 He reviewed the sites being considered: NAS Miramar, East Miramar, and Otay Mesa, and the alternatives being studied. Their reco,¥,),endation is for the East Miramar site when NAS Miramar becomes available, and will be made in March to the City of San Diego and participating agencies. Discussion included the need for further noise analysis for impacts on surrounding communities, such as Scripps Ranch, Santee and Poway; transportation impacts on the 1-15 corridor and adequacy of mass transit; and hours of opera- tion for an international airport. Councilmember Goldsmith left the meeting at 6:11 p.m. and Councilmember Emery left the meeting at 6:14 p.m. Fred Pierson, Community Planning Liaison for Miramar Naval Air Station, stated the U.S. Navy has no plans to vacate Miramar Naval Air Station and reviewed the importance of this site to the military's defense readiness. He cited the intense use of an international airport would be incompatible with the surrounding communities and the environmentally sensitive plant and animal habi- tats which would be destroyed with expansion to the east. Council discussion included scheduling a workshop presentation for further study of the Miramar East site; publishing an article in Poway Today with a summary of SANDAG's draft report; and setting a public hearing to receive input from the community regarding SANDAG's recommendation. Upon motion by Councilmember Brannon, seconded by Councilmember Kruse, Mayor Higginson ordered the meeting adjourned. The time of adjournment was 6:42 p.m. Marjorie K~.
