SUBJECT: Award of Contract to Hunter General Engineering, Inc., for the City Hall
Hydronic Piping Replacement Project; Bid No. 19-024
Summary:
The City Hall Hydronic Piping Replacement Project consists of constructing a new hydronic piping
system that will replace an existing Heating Hot Water (HHW) loop from the City Hall central plant
to the City Hall office building. This new piping will take the place of the existing, aging copper
pipe system that has had multiple breaks.
Recommended Action:
It is recommended that the City Council award the City Hall Hydronic Piping Replacement Project
Contract to Hunter General Engineering, Inc., the lowest responsible bidder, in the amount of
$138,400.00.
Discussion -
The contract time for this project is 90 working days. The engineer's estimate is $130,000. The
remaining project budget is $135,649 (after design and miscellaneous expenses). Bids were
opened on June 27, 2019. The following three bids were received:

Environmental Review:
The proposed piping replacement in the City Hall Hydronic Piping Replacement Project is
Categorically Exempt from the California Environmental Quality Act (CEQA) as a Class 1
Categorical Exemption, pursuant to Section 15301(c) of the CEQA Guidelines, in that the project
involves maintenance of existing facilities infrastructure and no expansion of use.
Fiscal Impact:
Bids received were slightly higher than the remaining project budget. Based on the new estimated
project costs, staff anticipates approximately $16,500 in additional funds are needed to complete

the project. Staff was able to transfer savings from other recently completed projects to address
the additional funding needed for this project. As such, there is sufficient funding available in the
City Hall Hydronic Piping Replacement Project account (MNT0010) to award the contract.
