The February 22, 1990, meeting of the City Council of the City of Poway,
adjourned from the February 20, 1990, regular meeting, was called to order at
4:42 p.m. by Mayor Higginson at the City Council Chambers, 13325 Civic Center
Drive, Poway, California.

Mayor Higginson recognized Cub Scout Pack 109 which was present as part of the
requirements for the citizenship badge. Matt Bentley, 14454 Range Park Road, a
member of the Cub Scout Pack, addressed the Council.
ITEM 3
CLEAN WATER PROGRAM - PROGRESS REPORT
Peggy Umphres presented the third status report from The Clean Water Program for
Greater San Diego. The current recommendation is for secondary treatment plants
in South Bay and at Point Loma with water reclamation plants in Poway, North
City, Santee, Mission Valley, Otay and South Bay. The projected schedule is for
a project report, financial plan and revenue program to be released on May 18,
with the environmental impact report to be completed in December. There will be
public workshops on March 6, 7 and 8, to present this status report.
Ms. Umphres pointed out that although Poway is a critical part of the program,
they are not considering it in their report since Poway is doing own engineering
studies on the project.

Council discussed with Ms. Umphres the options for the disposal of reclaimed
water particuarly when supply exceeds demand. Ms. Umphres noted that the City
of San Diego has adopted a requirement for dual piping in new construction, and
other agencies are in the process of adopting similar requirements. Council
thanked Ms. Umphres for this update.
ITEM 4
ROAD STANDARDS FOR FIRE APPARATUS
ACCESS AND RESIDENTIAL SPRINKLERS
Introduction by Assistant City Manager Fitch. Staff report by Fire Marshal
Krans. On December 12, 1989, the Council adopted Ordinance No. 305 adopting the
Uniform Fire Code 1988 edition with certain amendments which removed fire
apparatus roadway standards and residential sprinkler requirements. Staff was
instructed to bring these items back at a workshop for further discussion. Fire
Marshal Krans noted that the current problems with the fire access roadway stan-
dards is in the areas of the finished width of rural roads and turn-arounds and
private driveways leading to individual homes.
Since the entire Council was not present and the Council and staff felt it
important that they be a part of the discussion, motion by Councilmember Emery,
seconded by Councilmember Goldsmith, to continue this item to the workshop of
March 8, 1990. Motion carried 3-0 with Councilmembers Brannon and Kruse absent.
