was called to order at 7:00 p.m. by Mayor Higginson at the City Council

presented a proclamation to Dr. Donald Janiuk.
ENPLOYEE SERVICE AgARD
Mayor Higglnson presented a 3-year service award to Captain Jay LaSuer,
Commander of the Poway Sheriff's Substation, Poway's fourth Captain since incor-
poration.

Mayor Higginson explained the procedure for Public Oral Communications.
Elaine Flynn, 14138 Arbolitos Drive, spoke regarding traffic impacts in the
Rancho Arbolitos area since the opening of Carriage Road, and requested
a 3-way stop at Arbolitos Drive and Beechwood Street as mentioned at
the October 17, 1989 City Council meeting.
Assistant City Manager Fitch stated that the Traffic Safety Committee will
hold a neighborhood meeting on March 19, 1990. Staff will report back with
recommendations following that meeting.
The following residents spoke regarding the need for additional facilities and
playing fields for organized youth sports and opposed any prohibition from using
neighborhood parks for these activities.

Assistant City Manager Fitch stated that the Parks and Recreation Committee
will be discussing the status of sports fields needs and the South Poway
Sports Complex at their March meeting, and staff is preparing a policy for
use of neighborhood parks. Council requested this item docketed for the
March 13, 199D, City Council meeting to give the Council an opportunity to
give input to the process.

Motion by Councilmember Emery, seconded by Councilmember Kruse to approve the
Consent Calendar as follows:
9. Ratification of Warrant Register - February 15, 1990.
10. Authorization to enter into agreement with Cox Cable relating to franchise
renewal procedure.
11. Authorization for renewal of Weed Abatement contract with Eaton Field
Service.
12. Acceptance of the Supply and Installation of Street Signs from Traffic
Operations, Inc.
14. Acceptance of the Construction of Valle Verde Park from Citadel
Construction, Inc. {1630}
15. Acceptance of Landscape Maintenance District 87-1 Improvements and Private

Adoption of Resolution No. 90-035 entitled, "A Resolution of the City
Council of the City of Poway, California, Submitting to the Qualified
Electors of the City a Measure Relating to the Direct Election of a Mayor
for a Four Year Term and Rescinding Resolution No. 90-033."

Adoption of Resolution No. 90-06 entitled, "A Resolution of the City
Council of the City of Poway, California, Ordering the Summary Vacation of
a Portion of an Equestrian Trail Easement in Lots 51 and 54 of City of
Poway Tract No. 81-01, Map No. 11037 {Vacation 90-05)."
Motion carried 4-0, with Councilmember Brannon absent.
ITEM 6
LOCAL STREET AND ROAD PROJECTS
PROP. A SAN DIEGO TRANSPORTATION IMPROVEMENT PROGRAM
Mayor Higglnson opened the public hearing. Staff report by Assistant City
Manager Fitch. In November, 1987 the San Diego County voters approved
Proposition A which increased the county-wide sales tax by ½¢ for specific
transportation programs and projects. Each city within San Diego County is
required to develop a proposed five-year list of projects for Proposition A
funding. The City's proposed five-year plan includes allocation of funds for
Espola Road {Poway Road to Twin Peaks Road}; Sycamore Canyon Road {Poway Road to
south City limits); Poway Grade Improvements {Espola Road to Highway 67); and
miscellaneous roadway surfacing projects. Staff recolmmmmends approval.
There was no one present wishing to speak.
Council concurred to direct staff to send a letter of thanks to San Diego County
Supervisor George Bailey and the Ramona Planning Group for their support of the
expenditure of the non-local portion of TRANSNET funding for Poway Grade Phase I
improvements. Assistant City Manager Fitch confirmed that tonight's action can
be amended if SANDAG approves funding from the non-local portion, freeing up
local funds for other projects.
Motion by Councilmember Emery, seconded by Councilmember Goldsmith, to close the
public hearing, and adopt Resolution No. 90-037 entitled, "A Resolution of the
City Council of the City of Poway, California, Approving the Proposition A: San
Diego Transportation Improvement Program for Local Streets for FY 1990-91."
Motion carried 4-0, with Councilmember Brannon absent.
ITEM 7
LANDSCAPE MAINTENANCE DISTRICT ADVISORY COMMITTEE
Staff report by Assistant City Manager Fitch. At their February 6, 1990
meeting, the City Council directed staff to prepare a charter for a Landscape
Maintenance District Advisory Committee. This committee would review the City's

Landscape Maintenance District policies and procedures; annual budgets and engi-
neer's reports; maintenance contracts and quality of maintenance; and report
findings to the City Council. Staff recommends that the Council review and
approve the Landscape Maintenance District Advisory Committee charter.

Following discussion, motion by Councilmember Emery, seconded by Councilmember
Kruse, to approve the Landscape Maintenance District Advisory Committee charter
with revision to Section III, membership as follows: Each member shall be a
property owner within one of the landscape maintenance districts or shall reside
in a landscape maintenance district, or shall operate a business within a
landscape maintenance district within the City of Poway. Motion carried 4-0,
with Councilmember Brannon absent.
ITEM 8
TRAFFIC CONTROL FOR DONART DRIVE & TIERRA BONITA ROAD
Introduction by Assistant City Manager Fitch. Staff report by Director of
Engineering Services Weston. At their November 21, 1989 meeting, the Traffic
Safety Committee reviewed a request for a stop sign at the intersection of
Donart Drive at Tierra Bonita Road, and a request for centerline striping of
Tierra Bonita Road from Donart Drive to Ipava Road. Mr. Weston reviewed the
warrants established by Caltrans which must be met in order to justify the
installation of a stop sign, and additional issues affecting the site, including
traffic volumes, site visibility, and accident history. Staff concurs with the
Traffic Safety Committee's recommendation to establish a yield sign at the
intersection of westbound Donart Drive at Tierra Bonita Road; trimming of trees
and shrubs on the northeast corner of the intersection of Tierra Bonita Road and
Donart Drive to improve sight visibility; and double yellow line striping on
Tierra Bonita Road, 450 feet north of Donart Drive to Ipava Drive.
Motion by Councilmember Kruse, seconded by Councilmember Emery, to approve staff
recommendation, and adopt Resolution No. 90-038 entitled, "A Resolution of the
City Council of the City of Poway, California, Establishing a Yield Sign at the
Intersection of Westbound Donart Drive at Tierra Bonita Road." Motion carried
4-0, with Councilmember Brannon absent.
CITY COUNCIL-INITIATED ITEMS

Councilmember Emery requested staff report back regarding a request
from San Diego City Councilmember Ron Roberts to provide funding to
support INFO LINE, a social services information and referral service
provided by the United Way, City of San Diego, and County of San Diego.

Councilmember Emery requested and received Council concurrence to sche-
dule an extension of the Migrant Worker Relations Committee's due date
for their final report.
Councilmember Emery asked when appointments would be made to the Budget
Review Committee.
Mayor Higginson stated that appointments would be made at the March 27,
1990 City Council meeting and requested the Councilmembers get their
appointments to him.
