A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
POWAY, CALIFORNIA, APPROVING THE FIVE-YEAR UPDATE TO
THE SEWER SYSTEM MANAGEMENT PLAN
WHEREAS, State Water Resources Control Board (SWRCB) Order No. 2006-0003-DWQ
mandates all federal and state agencies, municipalities, counties, districts and other public entities
that own or operate sanitary sewer systems greater than one mile in length that collect and/or
convey untreated or partially treated sewage to a Publicly Owned Treatment Works (POTW) facility
in the State of California to develop and implement a system-specific Sewer System Management
Plan (SSMP);
WHEREAS, the City of Poway owns and operates a sanitary sewer system greater than one
mile in length that collects and/or conveys untreated sewage to a POTW facility in the City of
San Diego; and
WHEREAS, SWRCB Order No. 2006-0003-DWQ also requires the SSMP to be updated
every five (5) years, including any significant program changes;
WHEREAS, the City of Poway submitted its SSMP in 2009 as required;
WHEREAS, the City of Poway submitted the five-year update in 2014;
WHEREAS, the City of Poway has performed a self-audit every two years; and
WHEREAS, City staff has completed the required five-year update of its SSMP in 2019.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as follows:
SECTION 1: That the Five-Year Update to the City of Poway’s Sewer System Management
Plan is hereby approved.

PASSED, ADOPTED AND APPROVED at a Regular Meeting of the City Council of the
City of Poway, California on the 6th day of August, 2019 by the following vote, to wit:
