A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
POWAY, CALIFORNIA, APPROVING TIME RESTRICTED NO
PARKING ON THE EAST SIDE OF LA MANDA DRIVE BETWEEN
15221 AND 15259 LA MANDA DRIVE AND EXTENDING THE NO
PARKING ZONE ON THE WEST SIDE OF LA MANDA DRIVE
FROM 150 FEET SOUTH OF HILLTOP CIRCLE NORTH TO
HILLTOP CIRCLE SOUTH
WHEREAS, Section 21100 of the California Vehicle Code permits local authorities to
adopt by Resolution traffic control measures meeting the requirements set forth under Section
21351 of the California Vehicle Code;
WHEREAS, Section 21351 of the California Vehicle Code permits the establishment of
No Parking or Time Restricted No Parking zones in the City of Poway;
WHEREAS, Section 10.28.080 of the Poway Municipal Code permits the establishment
of No Parking zones when necessary to facilitate the movement of traffic or to eliminate a
hazardous condition;
WHEREAS, in 2004 the City Council approved No Parking zones on La Manda Drive
including a 1,200-foot zone on the east side of La Manda Drive, from Hilltop Circle South to the
northern terminus of the roadway at the high school fence north of Hilltop Circle North, and a 300-
foot zone on the west side of La Manda Drive, from 150 feet north of the Hilltop Circle North
intersection to a location approximately 150 feet south of the intersection;
WHEREAS, in response to safety concerns an additional No Parking zone was added on
the west side of La Manda Drive from the northern terminus to 150 feet north of Hilltop Circle
North;
WHEREAS, the City has received a petition from residents to change the existing No
Parking on the east side of La Manda Drive between 15221 and 15259 La Manda Drive to “No
Parking on School Days from 7 a.m. to 4 p.m.”; and
WHEREAS, the City Council has determined that No Parking and Time Restricted No
Parking zones are appropriate for La Manda Drive.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as
follows:
SECTION 1: In accordance with said Section 21351 of the California Vehicle Code and
10.20.080 of the Poway Municipal Code, a Time Restricted No Parking zone is hereby established
on the east side of La Manda Drive between 15221 and 15259 La Manda Drive with No Parking
permitted between 7 a.m. and 4 p.m. on School Days.
SECTION 2: In accordance with said Section 21351 of the California Vehicle Code and
10.20.080 of the Poway Municipal Code, a No Parking zone is hereby retained on the east side
of La Manda Drive from Hilltop Circle South to approximately 110 feet north and from 15259 La
Manda Drive to the northern terminus.

SECTION 3: In accordance with said Section 21351 of the California Vehicle Code and
10.20.080 of the Poway Municipal Code, the No Parking zone on the west side of La Manda Drive
is hereby extended from 150 feet south of Hilltop Circle North to Hilltop Circle South.
SECTION 4: In accordance with said Section 21351 of the California Vehicle Code and
10.20.080 of the Poway Municipal Code, a No Parking zone is hereby retained on the west side
of La Manda Drive from the northern terminus to 150 feet south of Hilltop Circle North.
PASSED, ADOPTED AND APPROVED at a Regular Meeting of the City Council of the
City of Poway, California on the 6th day of August 2019, by the following vote, to wit:
