Adoption of Resolution No. 90-066 entitled, "A Resolution of the City Council of the City of Poway, California, Requesting Funds through the Transit Development Act and Proposition A to Provide Bike Lanes and Street Improvements on Garden Road and a Bicycle Safety Program." 3698 Page 3 - CITY OF POWAY - March 20, 1990 15. 16. 16.1 Approval of final map, directing its recordation for Tentative Parcel Map 89-09, Q6 Homes, applicant, located approximately 500 feet east of Midland Road on the south side of Janette Lane, adoption of Resolution No. 90-067 entitled, "A Resolution of the City Council of the City of Poway, California, Accepting the Dedication of a Certain One-Foot Wide Strip of Land Lying Within County of San Diego Tract 3773 Map No. 9630 and Ordering the Vacation of the Abutter's Rights of Access Relinquished and Waived in and to Janette Lane Per Map No. 9630," and adoption of Resolution No. 90-068 entitled, "A Resolution of the City Council of the City of Poway, California, Ordering the Expansion of Poway Landscape Maintenance Assessment District No. 83-01 with Written of Consent of All Property Owners." Approval of temporary water and sewer connection, Hector Salgado applicant; located at 14403 Carlson Court. Receive and file report regarding pending legislation with reco.m))endations as follows: 1) Oppose AB 145 {Costa}, California Park, Recreation and Wildlife Enhancement Act, requiring inclusion of a City's housing element in consideration of grant requests; 2) Support AB 264 {Lancaster), Firefighter's Drivers License requirements; and 3) Opposition of AB 2158 {Costa), Public Water Systems, regulations and fees for conducting the sta- te's drinking water program. Motion carried unanimously. ITEM 5 REIMBURSEMENT AGREEMENT FOR SEWER MAIN CONSTRUCTION POWAY COUNTRY PLAZA/APPLICANT: WEST ODYSSEY CORP. Mayor Higginson opened the public hearing. Staff report by City Manager Bowersox. This is a request to approve an agreement for reimbursement of costs for the installation of a sewer main in conjunction with Poway Country Plaza located at 12469 Poway Road developed by West Odyssey Corporation. This sewer main also benefits the easterly adjoining property, Parcel 1, of Parcel Map No. 3710. The amount reimbursable to the developer would be $11,950.50, one-half the total construction cost. Staff recommends approval. There was no one present wishing to speak. Motion by Councilmember Kruse, seconded by Councilmember Goldsmith, to close the public hearing, and approve the reimbursement agreement for sewer main construc- tion. Motion carried unanimously. ITEM 6 ORDINANCE NO. 313 - FIRST READING ZONING ORDINANCE AMENDMENT 90-01 Mayor Higginson opened the public hearing and read the title of Ordinance No. 313, "An Ordinance of the City of Poway, California, Amending Chapter 17.10 of Title 17 {Zoning Development Code) of the Poway Municipal Code to Allow Home 3699 Page 4 - CITY OF POWAY - March 20, 1990 Improvement Centers, Commercial General Amendment 90-01)." Including those which Incorporate Lumberyards, in the {CG} Zone by Conditional Use Permit {Zoning Ordinance Staff report by City Manager Bowersox. The proposed amendment would allow Dixieline to open a home improvement store with an outdoor lumberyard as a legal, conforming use on the Poway Road site vacated by Western Lumber. Previous marketing studies have identified the need for this type of outlet. Staff recommends approval. There was no one present wishing to speak. Motion by Councilmember Emery, seconded by Councilmember Kruse, to issue a Negative Declaration; waive further reading of Ordinance No. 313, and continue the public hearing to April 3, 1990, for second reading. Motion carried unani- mously. ITEM 7 SPEED SURVEY FOR CARRIAGE ROAD Staff report by City Manager Bowersox. At the request of the Traffic Safety Co~m~mittee, a radar speed survey was conducted for Carriage Road/Palisades Drive, which is a requirement in order to utilize radar for traffic enforcement. Staff recommends adopting the critical speed survey, and to retain the existing posted speed limits of 25 mph for Carriage Road north of Starridge Street, and 30 mph for Carriage Road south of Starridge Street. Motion by Councilmember Emery, seconded by Councilmember Kruse, to approve staff recommendation, and adopt Resolution No. 90-069 entitled, "A Resolution of the City Council of the City of Poway, California, Adopting a Speed Survey on Carriage Road and Palisades Drive." Motion carried unanimously. ITEM 8 REPORT FROM TRANSPORTATION TASK FORCE RE: OLD COACH ROAD CONNECTION TO HIGHLAND VALLEY ROAD Staff report by City Manager Bowersox. The Transportation Task Force reviewed the North Poway Transportation Summary which was based on projections prepared by SANDAG and analyzed by the Task Force's consulting engineers. The study determined that the Old Coach Road connector to Highland Valley Road was of minimal regional importance and would provide little relief to surrounding cir- culation corridors. The committee's recommendation is to remove the Old Coach Road extension to Highland Valley Road from the Circulation Element of the General Plan. Staff recommends approval. Upon inquiry by Councilmember Kruse, City Attorney Eckis stated that Councilmember Kruse could participate in this matter. Motion by Councilmember Kruse, seconded by Councilmember Emery, to direct staff to include the removal of the extension of Old Coach Road to Highland Valley Road from the Circulation Element of the General Plan in the next General Plan Amendment hearing. 37OO Page 5 - CITY OF POWAY - March 20, 1990 ITEM 9 ESPOLA ROAD TRUCK ROUTE STUDY Staff report by City Manager Bowersox. On May 23, 1989, the Council directed staff to prepare a report regarding eliminating Espola Road north of Twin Peaks to west City limits as a truck route. On June 27, 1989, the City Council appropriated funds for a consultant to conduct an independent study, including traffic counts, percentage and types of trucks, site conditions, and the struc- tural integrity of the roadway. Based upon the findings, the consultant made four recommendations: 1) proceed with the widening projects for Espola Road and Twin Peaks Road; 2) monitor truck traffic on Espola Road after widening of Twin Peaks Road and Espola Road; 3) if truck traffic problems continue after each roadway is widened, then consider diverting the trucks to Twin Peaks Road/Camino del Norte; and 4) if restrictions were placed on truck traffic on Espola Road, then a focused Environmental Impact Report would have to be prepared. The Transportation Task Force reviewed the findings contained in the report and con- curred with the reco.m~lendation of the consultant that Espola Road should remain a truck route and no changes to the roadway be made other than the widening of Espola Road and Twin Peaks Road. Staff recon~ends that the City Council accept the findings and recommendations of the study and retain Espola Road as a truck route and proceed with construction of planned arterials. Council requested the City Attorney provide an analysis of State Constitutional Amendment 1 {SCA 1} which will appear on the June 1990 ballot. If adopted, SCA 1 would limit a City's ability to restrict truck traffic in their jurisdiction. If the Council desired to place restrictions on truck traffic, it would be necessary to place into effect prior to June, 1990. Motion by Councilmember Emery, seconded by Councilmember Kruse, to continue this item to April 3, 1990. Motion carried unanimously. ITEM 17 CITY MANAGER ITEMS City Manager Bowersox announced that Susan Pulone has accepted the position of Director of Administrative Services for the City of Irvine. Her last day with the City of Poway will be April 5, 1990. CITY COUNCIL-INITIATED ITEMS 19. Councilmember Brannon presented a plaque recognizing City Manager Bowersox for his participation on the organizational oversight committee for the Clean Water Governance Advisory Group. Councilmember Brannon reported on the items discussed at the March 16, 1990 meeting of the Clean Water Governance Advisory Group. 3701 Page 6 - CITY OF POWAY - March 20, 1990 20. A. Councilmember Emery requested an extension for the Migrant Workers Relations Committee's time frame in which to present their final report to the City Council. Motion by Councilmember Goldsmith, seconded by Councilmember Brannon, to extend the time frame for presentation of the Migrant Workers Relations Co,mdttee final report to September 1, 1990. Motion carried unanimously. Be Councilmember Emery stated that there was no one present from the Sierra Club to introduce the "Earth Day Coloring Book" project. 21. Mayor Higginson scheduled March 27, 1990 to appoint the representative to the Regional Growth Management Advisory Board, and concurred that Councilmember Brannon should attend the March 23, 1990 meeting in the interim, since she was Poway's representative to the Blue Ribbon Committee.
