AN ORDINANCE OF THE CITY OF POWAY, CALIFORNIA
ESTABLISHING THE CITY COUNCIL AS LEGISLATIVE BODY
WITH EXCLUSIVE AND ORIGINAL JURISDICTION
THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA, DOES ORDAIN AS FOLLOWS:
That the City Council shall be the legislative body with exclusive and
original jurisdiction to interpret and govern all matters described and/or
set forth within the City of Poway Interim General Plan and all ordinances,
resolutions, codes and other regulatory directives adopted previously by
this Council by reference or currently applicable to any activity, event,
request, forbearance and/or issue raised of any nature within the boundary
of the City of Poway.
The City of Poway was incorporated on December 1, 1980. Thereafter,
certain San Diego County ordinances, resolutions and plans were adopted by
reference. It is the desire of the City Council to be the sole and
exclusive trier of fact and/or decision making body for all matters con-
cerning the City of Poway in lieu of any County administrator, agency,
commission or board. It is deemed not satisfactory to arrange this end via
interim agreements of less force and effect than an ordinance. This
ordinance is therefore immediately necessary to preserve the stability of
the City of Poway, the public peace, health and safety as the City Council
requires and shall, therefore, take immediate effect as an emergency
ordinance.
This Ordinance is in addition to the authority vested in the Council
pursuant to Ordinance No. 5, adopted December 1, 1980.
PASSED, APPROVED, and ADOPTED by the City Council of the City of
Poway at a regular meeting thereof held this 23rd day of December, 1980, by
the following called vote:
