CC 1990 04-05 CITY OF POgAY, CALIFORNIA NIleJTE$ OF THE CITY COUI~IL ADOOURHED REGULAR NEETING APRIL $, 1990 The April 5, 1990, meeting of the City Council of the City of Poway, adjourned from the April 3, 1990, regular meeting, was called to order at 4:32 p.m. by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive, Poway, California. COUNCILNE#BER$ PRESENT AT ROLL CALL Bob Emery, Jan Goldsmith, Carl Kruse, Don Higginson COUNCIL#EI~ER$ ABSENT AT ROLL CALL Linda Brannon (Councilmember Brannon arrived at 4:40 p.m.) STAFF #E#BERS PRESENT James Bowersox Marjorie Wahlsten Tamara Smith John Fitch Reba Wright-Quastler Peter Moote City Manager City Clerk Assistant City Attorney Assistant City Manager Director of Planning Services Management Analyst PUBLIC ORAL CIX4NUNICATION$ Mayor Higginson explained the procedure for Public Oral Communications. There was no one present wishing to speak. Assistant City Attorney Tamara Smith stated that since the agenda was published, the need had arisen to add a closed session to the agenda under Government Code Section 54954, employment and performance of a public employee. Motion by Councilmember Emery, seconded by Councilmember Kruse, to add a closed session to the agenda and find that the need to do this had arisen during the past 72 hours. Motion carried 4-0 with Councilmember Brannon absent. ITEM 3 CHILD CARE NEEDS SURVEY Item introduced by City Manager Bowersox. The 1989-90 budget included funds to conduct a survey of child care needs and staff proposes that SANDAG perform the work. Staff report by Director of Planning Services Wright-Quastler. The City of Carlsbad has done a similar survey and staff feels that their four surveys of residents, employees of businesses in the industrial park, home-care providers, and day care center providers could easily be adapted to Poway. 3725 Page 2 - CITY OF POWAY ADJOURNED REGULAR MEETING - April 5, 1990 Council discussion included: surveying all businesses in Poway, not just the industrial park; adding a question to the business permit application form regarding any provisions for child care; establishing a Child Care Task Force when the survey is completed; preparing a child care element or sub-element of the General Plan; method of distribution of the survey; need for community education to diffuse opposition to location of day care centers. (Councilmember Brannon entered the meeting during this discussion.) Linda Sullivan, 14996 Conchos Drive, Poway, spoke regarding her involvement in child care in the area. Motion by Councilmember Kruse, seconded by Councilmember four segments identified and contract with SANDAG to do carried unanimously. Emery to survey the the survey. Motion CLOSED SESSION Council went into closed session at 5:15 P.M. to discuss employment and perfor- mance of a public employee. CALL TO ORDER AND AD,,IOURI~ENT Mayor Higginson called the meeting back to order at 5:25 p.m. and announced that no action had been taken during closed session.
