Rutan and Tucker Partner Joseph Larsen presented the report. The citywide special tax is to help support fire protection services. No speakers. Motion carried 4/1, with Deputy Mayor Grosch voting no. 5.WORKSHOP 5.1 Landscape Maintenance District Workshop Assistant Director of Public Works Eric Heidemann presented the report along with a slideshow presentation. He stated that the Landscape Maintenance District Advisory Group determined that the Landscape Maintenance Districts are only financially sustainable with a successful re-ballot. Mr. Heidemann explained that in order to obtain a successful re-ballot, 5 of 7 September 17, 2019, Item # 1.3 City of Poway— Minutes-August 6, 2019 funding for a conceptual landscape plan as a communication tool with the neighborhoods within the district is recommended. If funding is provided, he anticipates a re-ballot effort in 2020.
