A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
POWAY, CALIFORNIA, APPROVING THE MANAGEMENT/
CONFIDENTIAL SALARY SCHEDULE AND CITY OF POWAY
CLASSIFICATION PLAN INCLUDING A MINOR
REORGANIZATION IN THE FINANCE DEPARTMENT
WHEREAS, a Salary Schedule is established for designated Management/Confidential
employees, which includes certain supervisory and professional employees;
WHEREAS, the City of Poway also has a Position Classification Plan establishing all of
the City's classifications;
WHEREAS, the Position Classification Plan is dynamic and should be updated from time
to time based on the changing needs of the organization and services provided to the Poway
community;
WHEREAS, it is necessary to revise both the City of Poway's Position Classification Plan
and the Management/Confidential Salary Schedule for the management, supervisory,
professional and confidential employees of the City of Poway;
WHEREAS, the City's Position Classification Plan has changed to replace the title of
Director of Safety Services with Fire Chief, and to remove the title of Senior Recreation
Supervisor;
WHEREAS, the City's Salary Schedule for employees designated as Management/
Confidential has been revised as follows: 1) the title of Director of Safety Services has been
removed and replaced with Fire Chief; 2) the title of Senior Recreation Supervisor has been
removed; 3) the classification of Accountant has been established at Grade 481 in Group 213; 4)
the Senior Accounting Technician has been assigned a salary grade of 460 in Group 3; and 5)
new "Grade Numbers" and numerical "Steps" replace old grade numbers and letter "Steps" due
to the recent implementation of MUNIS, the City's new financial/payroll system; and
WHEREAS, there are no across the board changes to the actual salaries incorporated
into the Salary Schedule.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as
follows:
Section 1: The above recitals are true and correct.
Section 2: The Salary Schedule for employees designated as Management/Confidential
Salary Schedule, attached hereto as Exhibit A, is hereby adopted, effective September 17, 2019,
with the exception of the Accountant and the reclassification of the Senior Accounting Technician
which will be effective December 10, 2019 as noted on the Salary Schedule.
Section 3: The classifications and related classification specifications (job descriptions)
are approved, on file in the Human Resources and Risk Management Department and available
on the City's website.

Section 4: The Position Classification Plan will be effective September 17, 2019, attached
hereto as Exhibit B.
PASSED, ADOPTED AND APPROVED at a Regular Meeting of the City Council of the
City of Poway, California, on the 17th day of September, 2019 by the following vote, to wit:
AYES: MULLIN, LEONARD, FRANK, GROSCH, VAUS
NOES: NONE
