Deputy Mayor Grosch presented a proclamation to Cindy Hicks, representing Safety Wellness
Advocacy Community Coalition (SWACC), in recognition of September 2019 as National Suicide
Prevention Awareness Month.
Director of Public Outreach and Conservation Denise Vedder, representing San Diego County
Water Authority, gave a presentation for their 75th anniversary highlighting efforts to increase
their level of engagement and support for the City of Poway and other member agencies.

Mayor opened the public hearing at 7:14 p.m.
Director of Development Services Bob Manis presented the report and stated that at the
July 16, 2019 City Council meeting, Council directed staff to prepare an ordinance amending
the Poway Municipal Code to allow fences and walls at places of worship to be taller than
currently allowed. Mr. Manis explained that the ordinance will allow churches and other
religious institutions to install fences up to eight feet in height when needed for security
purposes. Additionally, Mr. Manis explained that the ordinance contains design standards
to address Council's concerns for aesthetics and neighborhood character.

Director of Human Resource and Risk Management Jodene Dunphy presented the report
along with a slideshow presentation regarding adjustments to the salary and benefit plan for
employees designated as Management/Confidential. Ms. Dunphy explained that the City
does not have the ability to provide sustainable wage increases from the General Fund year
over year and is, therefore, recommending one-time stipends in the amount of $3,000 this
fiscal year and $2,000 next fiscal year. Ms. Dunphy further explained that benefit day hours
will increase from 16 to 18 hours and the City will add one-time paid holidays on December
26, 2019 and December 24, 2020.

Director of Finance Aaron Beanan discussed the minor reorganization in the Finance
Department as a result of one Senior Accountant retiring in December. Mr. Beanan stated
that the Senior Accountant position will be reclassified to an Accountant position and that
the higher-level payroll duties will be shifted to the Senior Accounting Technician. The
salary for the Senior Accounting Technician will be reclassified to correspond with the
change in duties.
Chris Olps expressed his concerns regarding the budget.

6.1 Big Stone Lo'd',Environn'tal Impact Report (EIR)
Councilmember M�%;fit;
/i/iMsented the item to reconsider the decision to retain an outside
consultant to conduc �;n Environmental Impact Report (EIR) for the demolition of the Big
Stone Lodge. Councilmember Mullin explained that the City's General Plan and Poway
Municipal Code lay out an administrative process for demolishing historic structures and
proposed proceeding with this process that could include a public input component to
consider ways to acknowledge the site's heritage. Councilmember Mullin specifically
clarified that the only item they were discussing was the demo.
In response to Council inquiry, Director of Development Services Bob Manis clarified that
an Environmental Impact Report would review the architecture and condition of the building
and would most likely allow the demolition of the structure. A historical assessment of the
Big Stone Lodge was previously done in 2005.

The following speakers spoke in support of retaining portions of the Big Stone Lodge to
preserve its history and in favor of developing the site into a passive park: Marianna Bacilla,
Chris Cruse, Yuri Bohlen, Chris Olps, Charles Koch, Torrey Powers, Cyndi Wear, Mary
Shepardson and Lauren Chin.
Amie Hayes spoke regarding the need to conduct a new Environmental Impact Review.
The following speakers submitted a speaker slip in opposition but did not wish to speak:
Linda Bryan, Patti Wolinski, Maureen Parker and Tara Brewer.
Council discussion ensued in support of saving the $1 po,, 000 of housing funds to hire an
