The April 26, 1990, meeting of the City Council of the City of Poway,
adjourned from the April 24, 1990, regular meeting, was called to order at 4:37
p.m. by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive,
Poway, California.

POWAY VALLEY SENIOR CITIZENS
AND OTHER SENIOR ORGANIZATIONS
Bill Dulmage, President of Poway Valley Senior Citizens; Harry Barber, Director;
and Betty Mallard, Executive Director; made a presentation to the Council
outlining their programs and changes initiated by the newly elected Board of
Directors. Programs include: Call-a-Ride, Dial-a-Ride, senior nutrition
program and bingo. They requested assistance in recruiting volunteers through
Poway Today, setting up of meeting facilities, and financial needs for their
fourth phase facility expansion. They also requested review of parking and non-
senior day use of facilities prior to the renewal of their Joint Use Agreement
with the City.
City Manager Bowersox recognized the representatives from the Poinsettia Senior
Mobilehome Park and American Association of Retired Persons in attendance.

Council discussion included budget constraints on City's General Fund for
operating costs and facilities expansion; possibility of increased COl)w~unity
participation through volunteer services; and establishment of a senior advisory
subcommittee of the Parks and Recreation Advisory Committee to define needs and
redesign of existing facility.

Upon motion by Councllmember Brannon, seconded by Councilmember Goldsmith, Mayor
Higginson ordered the meeting adjourned. The time of adjournment was 5:30 p.m.
