the approval and adoption of an Ordinance of the City of Poway, California, amending the Poway Municipal
Code (PMC) to delete Chapter 13.20 (Airports) and amend Chapters 2.24 (Municipal Elections), 2.28
(Campaign Contributions and Expenditures), and 17.40 (Comprehensive Sign Regulations). This item is
not a “Project” pursuant to the California Environmental Quality Act (CEQA) and is therefore not subject to

reference the 2019 California Administrative Code, the 2019 California Building Standards Codes, which includes
the 2019 California Building Code, the 2019 California Residential Code, the 2019 California Electrical code, the
2019 California Mechanical Code, the 2019 California Plumbing Code, the 2019 California Energy Code, the 2019
California Historical Building Code, the 2019 California Fire Code, the 2019 California Existing Building Code, the
2019 California Green Building Standards Code, and the 2019 Referenced Standards Code with local
amendments. This project is exempt from the provisions of the California Environmental Quality Act (CEQA)
Guidelines pursuant to Section 15061(b)(3) in that it entails the adoption of State-mandated Building Codes, with
minor amendments and there is no possibility this activity will have an effect on the environment.

NOTICE IS HEREBY GIVEN that the City Council of the City of Poway will hold a Public Hearing to consider
the following item: General Plan Amendment (GPA) 19-002/Zone Change (ZC) 19-002; a request to
redesignate the General Plan and zoning designations of 52 parcels, or portions thereof, that have already
been dedicated with an easement by a property owner/developer as biological mitigation land or purchased
by the City for the preservation of open space land. This action will redesignate the properties, or portions
thereof, to Open Space Resource Management (OS-RM). The parcels proposed for redesignation range
in size from 0.22 acres to 38.67 acres and are located throughout the City. This action is exempt from the
California Environmental Quality Act (CEQA) pursuant to Section 15308 of the CEQA Guidelines in that the
project involves a General Plan Amendment and Zone Change for the purpose of preserving habitat and
protecting the environment.
