There ITEM 5 CLEAN WATER PROGRAM GOVERNANCE ADVISORY GROUP Mayor Higginson stated that since Councilmember Brannon had to leave the meeting early, he would take Items 5 and 6 first. Councilmember Brannon stated the Clean Water Program Governance Advisory Group would be meeting on June 15 and the major issues are the formula for the weighted vote and representation. Following discussion, Council concurred that a weighted vote similar to what SANDAG uses and with the City of San Diego and the San Diego County Water Authority prohibited from making both the motion and second to use the weighted vote would be workable. They also agreed that the Board should be comprised of elected officials with a Technical Advisory Committee of staff. ITEM 6 WATER CONSERVATION Councilmember Brannon stated she and Councilmember Emery were appointed as a subcommittee on water conservation and they have concluded that education of public officials is important so that all agencies are heading the same direc- tion and a clear message is sent to the State Legislature regarding our commit- ment to water conservation. Council concurred that we could host such a meeting. 3809 Page 2 - CITY OF POWAY ADJOURNED REGULAR MEETING - June 14, 1990 (Councilmember Brannon left the meeting at 5:20 p.m.) ITEM 3 SOLID WASTE MANAGEMENT AND RECYCLING City Manager Bowersox stated that AB 939, the "Integrated Waste Management" bill requires the preparation of a source reduction and recycling plan by July 1, 1991, with the diversion of 25% of all solid waste from landfills by January 1, 1995 and 50% diversion by January 1, 2000. He reviewed the current efforts by the band boosters and expressed concern that a City-wide curbside program would have an impact on their program. David Ashley, Recycling Specialist with the County of San Diego, and Shelly Stowell, Compliance Officer with the Solid Waste Recycling Center, reviewed with the City Council what the County of San Diego is currently doing to comply with AB 939. Mr. Ashley encouraged the City to apply for the next round of grants for pilot programs. Ray Moreau with the Poway High Music Boosters stated they are already outgrowing their site on Garden Road. They have received a grant from the State to educate the community of Poway regarding recycling and would like to work with the city in this effort. Garry MacPherson, Fire Battalion Chief, talked about the efforts to get house- hold hazardous waste out of the waste stream and stated that the County is restructuring its current collection program to be more effective. The County has been divided into 5 zones and each zone will have a mobile trailer to collect household hazardous waste. We are in a zone with the cities of Escondido, San Marcos and Vista. There will be no cost to the cities except for the site. Following discussion, Council requested staff to report back in approximately ninety days regarding appropriate sites for the music booster's program and the household hazardous waste program. ITEM 4 COUNCIL GOALS & OBJECTIVES Council concurred with staff's restatement of the goals presented at the May 10, 1990 meeting.
