The June 28, 1990, meeting of the City Council of the City of Poway,
adjourned from the June 26, 1990, regular meeting, was called to order at 4:30
p.m. by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive,
Poway, California.

SPORTS NEEDS ASSESSMENT
Alan Sugarman, Chairman of the Parks & Recreation COl,,~ittee, acknowledged the
citizens who have assisted with the preparation of the needs assessment,
including Dennis Marx, a member of the Committee, Dan Wiberg, Debbie Winters,
Dick Rostenberger, Bruce Kravitz, Dick Keesing, Ed Tibbs, Ron Heard, John
Mullin, Chuck Cross, Paul Findley and Dave Awbrey. He reviewed portions of the
study with the Council showing the current field hours needs based on 6 hours
per week per person participating in the sport today, in 1995, and in 2000. The
study is based on having all school fields currently used for portable
classrooms available for sports even though PUSD has recently stated they will
not all be moved off the fields by September.
Council, Committee and citizen discussion included advantage of having the deve-
loper build fields in South Poway as a mitigation measure since they will be
maintained by Landscape Maintenance District funds and are not in a neighborhood
that would be disturbed by lights versus selling that land to buy cheaper land

somewhere else in the city; charge that has been given to staff to look for
land, construction funding and maintenance funding; possibility of having
regional facility as part of County/City of Santee/Poway JPA in Goodan Ranch
area; revenue that can accrue from having a large complex and the ability to
host regional tournaments; scheduling problems; need for sports association to
work with neighborhood residents to "sell" the lighting of various fields; and
need for involvement of sports supporters in the drug education efforts.
Council concurred with the recommendation of the Parks & Recreation Committee
and, in addition, requested a sub-committee of the Committee be formed to work
with the sports association in the efforts to get neighborhood acceptance of
lighting some existing fields.
ITEM 3.1
CLEAN WATER PROGRAM GOVERNANCE ADVISORY GROUP
Councilmember Brannon reported on the June 15, 1990 meeting and stated they had
reached tentative agreement that any weighted vote should be based on flow; San
Diego should have 50% in any weighted vote situation; representation can be
elected official or other designtated representative; and County Water Authority
would be represented. Council concurred that we need to be part of the organi-
zation and the structure to be used should be whatever is most favorable for
financing and directed Councilmember Brannon to vote to achieve that objective.
Upon motion by Councilmember Emery, seconded by Councilmember Goldsmith, Mayor
Higginson ordered the meeting adjourned. The time of adjournment was 6:45 p.m.
