There was no one present wishing to speak. ITEM 3 HIGH VALLEY ASSOCIATION/COUNTY SERVICE AREA #5 Item introduced by City Manager Bowersox. He gave the history of County Service Area #5 which was formed in 1966 to maintain High Valley, Vali Hal, Markar, Kingman and Eastvale Roads. The County annually assesses the residents for maintenance costs. Because of concern over liability, the County proposed to add an additional assessment this year to create a fund for potential losses. It is clear that the County wants to force the dissolution of CSA #5 and have the city or the residents take over the maintenance. Staff report by Director of Engineering Services Weston. He reviewed the traffic counts and proposed improvements totaling approximately $1.9 million absent right-of-way acquisition costs and emphasized that the goal is to have a safe roadway under City criteria. He stated the next step is to do a topographic study of the road in order to get a more refined cost estimate of the improvements needed. 3905 Page 2 - CITY OF POWAY ADJOURNED REGULAR MEETING - September 13, 1990 Duke Ayers, 15330 Vali Hal Road, President of the High Valley Association, introduced the Board members and consultants that were present. Stephen George, High Valley Association's consulting engineer, presented the results of his study. Speakers from the High Valley area included: John Floyd, 14736 High Valley Road Dick Horne, 15123 Vali Hal Road DeAnne Erickson, 15051Vali Hal Road Norm McCoy, 15064 Oak Canyon Road Jerry Strauss, 15465 Eastvale Road John Watts, 15160 Skyridge Road Bud Barber, 15100 Vali Hal Road Virginia Pantone, 15373 Skyridge Road David Faustman, 15650 Kingman Road Gary Pennick, 15261Vali Hal Road Dale Schafer, 14568 High Valley Road John Oliver, 15076 Eastvale Road Discussion included the need for creative solutions to the road improvements while maintaining city standards; desire to maintain a rural atmosphere in High Valley; need for alternate emergency access in case of fire; number of property owners in relation to the funds needed for improvements; potential for growth in surrounding area that could use these roads; monies currently in the County Service Area #5 fund that can be used and obligation of the County to assist. Motion by Councilmember Brannon, seconded by Councilmember Emery to direct staff to prepare a report for Council including: 1) a firm estimate for a topographi- cal study; 2) potential emergency access routes; 3) potential for growth in the "greater" High Valley area; 4) use of Redevelopment Agency funds for the pro- ject; 5) possibility of using information generated by High Valley Association's contract engineer as part of the study; and meet with the County re funding assistance, possibly with LAFCO facilitating. Motion carried 4-0 with Mayor Higginson absent. City Manager Bowersox stated the report could be ready in approximately sixty days. ITEM 4 QUALITY OF LIFE STANDARDS Motion by Councilmember Brannon, seconded by Councilmember Emery, to continue discussion of this item to Tuesday, September 18, 1990.
