The June 9, 2005, Adjourned Regular Meeting of the City Council of the City of
Poway, meeting jointly with the Parks and Recreation Advisory Committee, was called to
order at 6:10 p.m. by Mayor Cafagna at the City Council Chambers, 13325 Civic Center
Drive, Poway, California.

Lori Simon, Vice Chair, Parks & Recreation Committee gave an overview of the Parks &
Recreation Advisory Committee's purpose.

Park Maintenance
Chairman Neil Tarzy discussed the need for a full-size baseball field in Poway. The
committee would like to see playability improvements to the field at Starridge Park. City
Council consensus was that this is not a maintenance issue but rather a matter of
playability and functionality and any changes/improvements would not change the
intensity of the field or any increase in scheduling and playing time.
Chris Cruse, Poway, said Starridge Park was intended to be primarily passive. The field
was intentionally made two feet short. She was concerned of the excessive use of
Starridge Park because of other parks "resting" over the summer.
Old Coach Road Property Status
Chairman Tarzy discussed the need for additional community sports fields. The
committee would like to have the City continue to pursue the property as a park/sports
field if the property becomes available and inquired of the Old Coach Road property
status. Deputy Mayor Emery suggested that if the Committee wants this property to be
used as a park, they need to start talking to neighbors and getting them on board.
Use of Artificial Turf on Sports Fields
Vice Chair Simon discussed the demand for year round field sports and how well artificial
turf has been received as an increase-use playing surface. She discussed the reduction
of maintenance costs and lack of property in Poway to construct new fields. City Council
consensus was to have the Committee investigate locations and costs of artificial turf.
Agnes McNeil, Brookview Village, spoke of the benefits of real grass versus artificial turf.
A member of the public, identifying himself only as the high school coach, stated artificial
turf is hotter and the high school does not like it.
City's Website Improvements
Committee Member Roger Covalt discussed the need to improve and update the City's
website and offered suggestions for improvements. Mr. Bowersox gave an update on
the current plans for updating the City's website.
Ball Field Liahtina
Committee Member Mike Fry discussed concerns with spill lights on City's sports fields.
Sharon McGough, 14333 Sycamore Avenue, Poway, commented on ball field lights at
Aubrey Park.

Mike Snell, 14256 High Valley Road, Poway, said the City needs to build more parks to
meet the demands of increased population and of new sports coming online.
Susan Kane, 14331 Sycamore Avenue, Poway, said she is a neighbor of Aubrey Park and
feels that neighborhood parks should only be open from dusk to dawn.
Horse Boardina Stables
Committee Member Ann Laux discussed concerns regarding the loss of recreational horse
boarding stables as land is sold for future development. Mayor Cafagna suggested the
issue of future sites for horse boarding and stables to be included in the rural master plan
for East Poway water.
Connie Messina, 12643 Oak Knoll Road, Poway, supported recreational horse
boarding stables.
Community 5-K RunlWalk
Committee Member Covalt discussed the idea of having a 5K run/walk in Poway, possibly
in conjunction with the Poway Chamber of Commerce and Poway Days. The City Council
supported the idea but chose to have a non-profit or charity organization take the lead on
the event.
Connie Messina, 12643 Oak Knoll Road, Poway, suggested the City build a neighborhood
park for Oak Knoll, and sited the benefits of passive parks.
Dee Fleishman, Midland Road, Poway, said she has noticed that the City did not plan
much green space in the affordable housing units that have been built. She suggested
more passive green space be provided in these areas for children's play.
The City Manager indicated that the Parks and Recreation Advisory Committee's charter
will be on a future City Council agenda to request a change of meeting days.
The City Council's Goals and Objectives were included in the agenda packet for
informational purposes.
ADJOURNMENT: Mayor Cafagna adjourned the meeting at 8:04 p.m.
