The January 10, 1991, meeting of the City Council of the City of Poway,
adjourned from the January 8, 1991, regular meeting, was called to order at 4:45
p.m. by Mayor Goldsmith at the City Council Chambers, 13325 Civic Center Drive,
Poway, California.

BUSINESS ADVISORY CQNNITTEE
Mayor Goldsmith stated he had "over-appointed" the Business Advisory Committee
on January 8, 1991, and Council concurred with his request to increase the
Committee by three members for one year since this is the critical year in
implementing the marketing plan.
PUBLIC ORAL
Mayor Goldsmith explained the procedure for Public Oral Communications. There
was no one present wishing to speak.
ITEM 3
CLEAN WATER PROGRAM
Staff report by City Manager Bowersox. The Clean Water Program Governance
Advisory Group {GAG), of which former Councilmember Brannon was chair, has made
their report and recommendation for the voting structure and board composition
of a governing entity for a restructured Metropolitan Sewerage Authority. The
Oversight Committee, of which City Manager Bowersox was a member, recommended
that the entity be a special act district because it would enable the lowest
cost financing and best public service. The special act district requires
special state legislation and he introduced Ted Bromfield of the San Diego City
Attorney's office who has drafted the required legislation, and Roger
Frauenfelder, Deputy City Manager of San Diego.

Mr. Bromfteld reviewed the proposed regional plan for the Clean Water Program.
(Councilmember Emery arrived at 5:00 P.M.)
Council discussed several issues with Mr. Bromfteld and Mr. Frauenfelder,
including some other cities' concerns over not knowing at this point what is
being con~nitted to and ability to withdraw from the agency; whether the creation
should be subject to a public vote; apportionment of costs and San Diego's
liability for existing Metro system.
Following discussion, Council concurred to add this item to the January 15, 1991
agenda for a vote on the legislation package.
Upon motion by Councilmember Higglnson, seconded by Councilmember Emery, Mayor
Goldsmith ordered the meeting adjourned. The time of adjournment was 6:15 p.m.
