The Clean Water Program Governance Advisory Group {GAG), of which former Councilmember Brannon was chair, has made their report and recommendation for the voting structure and board composition of a governing entity for a restructured Metropolitan Sewerage Authority. The Oversight Committee, of which City Manager Bowersox was a member, recommended that the entity be a special act district because it would enable the lowest cost financing and best public service. The special act district requires special state legislation and he introduced Ted Bromfield of the San Diego City Attorney's office who has drafted the required legislation, and Roger Frauenfelder, Deputy City Manager of San Diego. 4032 Page 2 - CITY OF POWAY ADJOURNED REGULAR MEETING - January 10, 1991 Mr. Bromfteld reviewed the proposed regional plan for the Clean Water Program.
