There ITEM 3 CHILD CARE NEEDS ASSESSMENT AND TASK FORCE Item introduced by City Manager Bowersox. Staff report by Director of Planning Services Wright-Quastler. SANDAG prepared a Day Care Needs Assessment for the City which was presented to the Council on November 20, 1990. The survey was statistically valid in the random sample mailed to residents. In addition, it was distributed to various businesses, day care providers, city and school district employees. The rate of return was approximately 50% and indicated that approximately 23% of Poway households needs child care. Staff recommends for- mation of a Child Care Task Force to propose ways to meet the residents' needs. Speaking in favor of staff recommendation: Betty Rexford, 11570 Creek Road, Board member For Parents and Kids' Sake, and member of the Redevelopment Advisory Committee Linda Sullivan, 14996 Conchos Road, President of For Parents and Kids' Sake and owner of Family Referral Network Elizabeth Reardon, 17036 Placido Place, stated she is currently doing an inventory of child care needs in the Rancho Bernardo Industrial Park Marilyn Held, 16298 Martincoit Road 4O42 Page 2 - CITY OF POWAY ADJOURNED REGULAR MEETING - January 17, lggl Speakers and Council discussed the needs for sick child care; ways for parents to find day care; child care for women needing schooling to get back in the work force; assistance in starting a day care business; survey on child care openings in the co..munity; composition of the task force to include representatives from the school district's ESS program, senior co~Fmi)unity, parents and day care providers; and feasibility of giving incentives to developers for providing day care facilities. Council directed staff to revise the charter to include the discussed points and bring it back for Council adoption.
