The January 22, 1991, regular meeting of the City Council of the City of
Poway, was called to order at 7:03 p.m., by Mayor Goldsmith at the City Council
Chambers, 13325 Civic Center Drive, Poway, California.

STATE OF THE CITY ADDRESS
Mayor Jan Goldsmith delivered his "State of the City" address, emphasizing
transportation issues.

Mayor Goldsmith recessed the meeting at 7:30 p.m., and called it back to order
at 7:38 p.m., with all Councilmembers present.

ITEM 4
RED RIBBON WEEK
Phil Factor, Mt. Carmel High School teacher and CONTACT representative,
requested Council endorsement of his being Red Ribbon coordinator in Poway and
explained the SportsFest that is being planned for late sunmer or early fall as
a fund raiser for local organizations and CONTACT.
Council concurred with his endorsement request and stated staff would assist
with the SportsFest required permits as they do the rodeo and other Poway Days
events.
PUBLIC ORAL CI~#NUN~CAT~ON~
Mayor Goldsmith explained the procedure for Public Oral Communications.
William Scandalis, 807 Glenwood Way, Escondido, and head coach for the
UPPRS Swim Team, explained their goal to establish a scholarship for
the children of the first casualty in the war with Iraq, Lt. Comander
Michael Speicher, who was a swimmer, and requested City assistance.
This matter was referred to the Swim Center Task Force for considera-
tion.
CONSENT CALENDAR
Motion by Councilmember Emery, seconded by Councilmember Higginson, to adopt the
Consent Calendar as follows:
9. Ratification of Warrant Registers for December 31, 1990 and January 3, 1991.
10. Approval of Implementation Agreement between all cities in the county, the
County of San Diego, and the San Diego Unified Port District, to implement
the requirements of the storm water permit issued by the San Diego Regional
Water Quality Control Board.
11. Award of bid for the Operations Center parking lot to Sim J. Harris in the
amount of $192,946.59
12. Appropriation of $2,108,810 of Series 1985 and 1986 Tax Allocation Bond
Funds made available as a result of the Tax Allocation Refunding Bonds,
Series 1990A to various CIP projects and the low-moderate income housing
fund.
13. Award of bid for city hall renovations to Tony Wanket Construction in the
amount of $62,047.
Motion carried unanimously.

DEVELOPMENT REVIEW 90-16
APPLICANT: CHRISTIAN LIFE FELLOWSHIP
Staff report by City Manager Bowersox. The applicant has requested this item be
continued to February 19, 1991.
There was no one present wishing to speak.
Motion by Councilmember Emery, seconded by Councilmember Higginson, to continue
consideration of Modification of County Major Use Permit P60-61 and Development
Review 9D-16 to February 19, 1991. Motion carried unanimously.
ITEM 7
MINOR CONDITIONAL USE PERMIT 90-17
APPLICANT: ROBERT AND LOUISE CONDIE
Mayor Goldsmith opened the public hearing. Staff report by City Manager
Bowersox. This is a request for a lighted tennis court at 13730 Paseo Valle
Alto.
There was no one present wishing to speak.
Motion by Councilmember Emery, seconded by Councilmember Higginson, to close the
public hearing and adopt Planning Resolution No. P-91-07 entitled, "A
Resolution of the City Council of the City of Poway, California, Approving Minor
Conditional Use Permit 90-17, Assessor's Parcel Number 275-270-63." Motion
carried unanimously.
ITEM 8
TRAFFIC CONDITIONS ON COMMUNITY ROAD
BETWEEN KETRON AND OLIVE MEADOWS
Staff report by City Manager Bowersox. The Traffic Safety Committee has
reviewed several methods of improving pedestrian access on Community Road
between Olive Meadows Drive and Ketron during the past year in response to
citizen and Council requests. Staff recommends installation of a traffic signal
at Olive Grove Drive and Community Road, construction of a pedestrian walkway
between Community Road and Scots Way, and appropriation of the necessary funds
from the refinanced 1985 Redevelopment Agency bonds.

CITY MANAGER ITEMS
City Manager Bowersox congratulated Mayor Goldsmith on his 40th birthday.
MAYOR AND CITY COUNCIL INITIATED ITEMS
19. A)
Councilmember Snesko requested the City Attorney investigate the feasi-
bility of getting a restraining order issued on CalTrans regarding the
metering the ramp at Poway Road and 1-15 because of its tremendous
impacts on Poway Road. Mayor Goldsmith stated this would have to be put
on the agenda in order for the Council to so direct the Attorney. The
City Clerk was directed to place this item on the January 29, 1991
agenda for discussion.
B)
Councilmember Snesko stated he had received a request from the Junior
Olympic Archery Development program for a site in Poway. Staff located
a potential site on the north side of Lake Poway Road and he requested
staff to assist JOAD with their Conditional Use Permit application.
c)
Councilmember Snekso stated he had met with Charles MacLauchlan, a
property owner in South Poway, and the owners of Raging Waters Park and
requested staff assist them with the necessary applications.
20. Mayor Goldsmith announced the appointment of Alan Dusi to the Redevelopment
Advisory Committee.
