Lester Boynton, 14548 Budwin Lane, requested that residents conserving water not be penalized equally with those not conserving. CONSENT CALENDAR Motion by Councilmember Emery, seconded by Councilmember Higginson, to adopt the Consent Calendar as follows: Approval of Minutes - City Council: January 8, 1991, Regular Meeting January 10, 1991, Adjourned Regular Meeting 4059 Page 2 - CITY OF POWAY - February 5, 1991 10. 11. 12. 13. 14. 15.1 15.2 Ratification of warrant register for January 17, 1991. Denial of claim for damages from Michael Spencer. Adoption of Resolution No. 91-013, entitled, "A Resolution of the City of Poway, California, Respecting Authorized Officers Designated to Execute Public Securities, Instruments of Payment, and Investments on Behalf of the City and Rescinding Resolution No. 90-161." Approve final map for Tentative Parcel Map 89-19, Urban Economics Associates, Inc., applicant; located at Monte Vista Court, and adopt Resolution No. 91-014, entitled, "A Resolution of the City Council of the City of Poway, California, Ordering the Expansion of Poway Landscape Maintenance Assessment District No. 83-01 with Written Consent of all Property Owners." Appropriation of $7,000 from the Bette Bendixen Trail Fund for a trail fence along Tierra Bonita Road between Poway Valley Riders Association and Donart Drive. Approval of class specification for the position of Redevelopment Manager; amending the Agency budget to provide for this position and authorizing the city's personnel division to conduct the recruitment. Award of bid for interior cleaning and coating of the Water Treatment Plant Washwater Tank to Spiess Construction Company in the amount of $20,200. Motion carried unanimously. ITEM 4 TENTATIVE PARCEL MAP 90-06 APPLICANT: WILLIAM TOON Mayor Goldsmith opened the public hearing. Staff report by City Manager Bowersox. This is a request for a two parcel division of 4.55 acres at 14957 Orchard View Lane. He reviewed some changes to the conditions proposed by the Engineering Department. Staff recoFF~,)ends approval. Speaking in favor of staff recommendation: Don Ayles, ERB Engineering, 13260 Poway Road Bob Boone, 15140 Country Hill Road Mr. Ayles requested two changes to the conditions of approval. One eliminating a reference on page 6 to grading plans being required prior to map recordation, and one eliminating the requirement to install water service prior to map recordation. Staff concurred with the first change, but not the second. 4O60 Page 3 - CITY OF POWAY - February 5, 1991 Mr. Boone requested close monitoring during the grading process to prevent root rot spreading from Mr. Toon's property into his grove. Motion by Councllmember Emery, seconded by Councilmember Snesko, to close the public hearing, issue a Negative Declaration and adopt Planning Resolution No. P-91-10, entitled, "A Resolution of the City Council of the City of Poway, California, Approving Tentative Parcel Map 90-06, Assessor's Parcel Number 321-031-07," amended as proposed by staff and Mr. Boone. Motion carried unanimously. ITEM 5 REQUEST FOR REINSTATEMENT Staff report by City Manager Bowersox. Richard Francabandera has twice requested reinstatement to his former position which he lost following investi- gation of on the job use and sale of a controlled substance. Mr. Francabandera can apply for a position in the same manner as any other member of the public, but he cannot be reinstated. Council concurred to receive and file this report. ITEM 6 DESIGN OF MEADOWBROOK MULTIPURPOSE CENTER Item introduced by City Manager Bowersox. Staff report by Director of Community Services Thomas. There is $1.5 million budgeted for the construction of a multipurpose center adjacent to Meadowbrook Middle School as a joint use project with the Poway Unified School District, similar to the one built at Twin Peaks Middle School. This is the last project to be built with redevelopment funds under agreement with the school district. Staff recommends approval of the design. The design must also be approved by the State Architect since it is a school facility. It has been approved by the PUSD Board. Following discussion, motion by Councilmember Emery, seconded by Councilmember Higginson to approve the design of the Meadowbrook Multipurpose Center. Motion carried unanimously. ITEM 7 MANUFACTURED SLOPE IN TTM 89-03 Staff report by City Manager Bowersox. This is an application for approval of a manufactured slope exceeding 30 feet in height in order to maintain the 50 foot buffer area adjacent to the homes along Los Olivos Avenue with a maximum slope of 20% that was approved with the Tentative Map. Staff recommends approval. 4061 Page 4 - CITY OF POWAY - February 5, 1991 Motion by Councllmember Emery, seconded by Councilmember Higginson to approve a manufactured slope behind Lots 7, 8, 9, and 10 exceeding 30 feet in height per Section 16.48.020{f) of the Poway Municipal Code. Motion carried unanimously. ITEM 7.1 POWAY ASSISTANCE LINE (PAL) Staff report by City Manager Bowersox. As a contribution to the war effort, the city is working to establish a phone line with the Poway Valley Senior Citizens to provide referral services to the military families of Poway. PVSC will encourage seniors to staff the phone. It will serve as an information and counseling referral service. Staff recommends appropriation of $2,000 for phone and miscellaneous stationary costs. Motion by Councllmember Emery, seconded by Councilmember Higginson to approve staff recommendation with any unused balance from the $2,000 being contributed to the USO. Motion carried unanimously. ITEM 16 CITY MANAGER ITEMS City Manager Bowersox announced the schedule for paving Poway Grade from Espola Road to Highway 67. ITEM 17 CITY ATTORNEY ITEMS City Attorney Eckis stated that there is a need to hold a closed session at the Thursday workshop under Government Code Section 54956.g{a) to discuss City of Poway vs. City of San Diego and that need arose less than 72 hours prior to the meeting. Motion by Councilmember Higginson, seconded by Councilmember Emery, to find that the need to hold a closed session arose less than 72 hours prior to the meeting and added that item to the February 7 agenda. Motion carried unanimously. MAYOR AND CITY COUNCIL-INITIATED ITEMS 18. Councilmember Emery stated he had received a thank you letter from April Thompson for the City Council's donation to her trip to Russia. 2o. A) Councllmember McIntyre requested a discussion of the current water situation at a future meeting. B) Councilmember McIntyre requested that a high priority in the selection of a Redevelopment Manager be knowledge in the low income housing area. 4062 Page 5 - CITY OF POWAY - February 5. 1991 c) Councilmember McIntyre congratulated City Manager Bowersox on his 45th birthday and thanked him for his unfailing kindness and sharing of information. 21. Councilmember Snesko requested a workshop with CalTrans in the near future to discuss their plans for metering the ramps on to Interstate 15 and other traffic circulation items. Council concurred and suggested that the Transportation Advisory Committee be invited to attend. Upon motion by Councilmember Hlgglnson, seconded by Councilmember Emery, Mayor Goldsmith ordered the meeting adjourned to 7:00 p.m., February 7, 1991.
