The February 21, 1991, meeting of the City Council of the City of Poway,
adjourned from the February 19, 1991, regular meeting, was called to order at
4:45 p.m. by Mayor Goldsmith at the City Council Chambers, 13325 Civic Center
Drive, Poway, California.

HOUSING ELEMENT REQUIREMENTS
City Manager Bowersox requested that this item be continued to next Thursday in
order for all the budget items to be discussed at this meeting. Motion by
Councilmember Emery, seconded by Councilmember Snesko to continue discussion of
housing element requirements under State law to February 28, 1991. Motion
carried unanimously.
ITEM 4
BUDGET REVENUES & EXPENDITURES
Item introduced by City Manager Bowersox. Under normal circumstances, the
proposed budget is not brought to the City Council until late May, after it has
gone through the Budget Review Committee. However, it is critical this year
that discussions take place early on the appropriateness of various proposed
strategies to balance the general fund. Revenues in all areas are below
estimates for 1990-91, and all departments have been requested to review their
operations and implement reductions. In addition, there are several suggestions
for 1991-92 budget to reduce the general fund outlays and maintain the current
work force.

Director of Administrative Services Stewart and Management Analyst Moote
presented several exhibits illustrating sources and uses of funds and discussed
the various reasons revenues are not as projected. Since we have little control
over general fund revenues, as opposed to water and sewer fund revenue, efforts
are being concentrated in this area for expenditure reductions.
City Manager Bowersox outlined alternatives for balancing the general fund,
including Redevelopment Agency administrative overhead allocation adjustment;
water and sewer fund allocations from legislative/administrative and street
maintenance budgets; PERS surplus account drawdown; and formation of a Water
Conservation Task Force from general fund employees. Currently, every position
that becomes vacant is being evaluated as to when to fill it. (Councilmember
Higginson left the meeting at 6:18 p.m.}
Council commended the City Manager for his foresight and staff's .hard work and
concurred the strategies he is proposing should be pursued. They also discussed
the need to educate Poway citizens on what impact sales tax dollars has on
services provided.
