Jim Keeley, 15815 Riparian Road, stated he was opposed to cuts in the Community Services budget such as day camp and Lake Poway concerts since those features are part of why he chose to live in Poway. He requested the city look at increasing user fees instead of cutting services. ITEM 3 WATER STATUS REPORT Jim Keeley, 15815 Riparian Road, continued to speak under this item. He stated the community needs to know as soon as possible what their baseline is going to be and requested that size of household be a criteria of baseline. City Manager Bowersox stated that staff is working on a series of recommen- dations for Council action and it will continue to show on each agenda. 4088 Page 2 - CITY OF POWAY ADJOURNED REGULAR MEETING - February 28, 1991 ITEM 4 HOUSING ELEMENT REQUIREMENTS Item introduced by City Manager Bowersox. He introduced John Bridges, former Assistant Director of Planning Services for the City of Poway, and currently working for Cotton/Beland/Associates. This firm prepared the housing needs assessment which is the basis for the General Plan housing element. John Bridges introduced Karen Warner of his firm. City Attorney Eckis reviewed SB2274 which was adopted in 1990 and requires every city to have a housing element in its general plan that addresses how it will meet its regional share of housing needs. This legislation is part of a pattern of increasing control over land use decisions by the State Legislature. Director of Planning Services Wright-Quastler reviewed the difference between what the state mandates as regional share and what SANDAG calls fair share. Regional share deals with physical dwellings and the need to build additional ones. Fair share deals with households and assisting current households afford housing. Acquiring the mobilehome park and stabilizing rents counts towards our fair share, but not towards our regional share. Council discussed with staff and the consultants various methods of meeting the regional share, including liberalizing the requirements for accessory apart- ments; establishing a density bonus program for low income housing; creating overlay zones; and establishing housing along transportation corridors in South Poway. It was pointed out that the housing element must be updated every five years and analyzed as to how the goals are being met. Every five years SANDAG updates the regional numbers and establishes new goals. This could create severe problems with trying to maintain quality of life standards. (Councilmember Snesko left the meeting at 5=47 p.m. and Councilmember Emery left at 6:12 p.m.) Council concurred that we need a balanced approach in meeting our mandated housing goals and directed staff to proceed with the draft housing element incorporating concepts discussed. They scheduled a workshop for April 25, to review the draft housing element and concurred with staff's suggestion to have a workshop sometime in March to specifically look at individual parcels that could be designated to help meet housing goals. Upon Mayor Goldsmith ordered 6:40 p.m. motion by Councllmember McIntyre, seconded by Councilmember Higginson, the meeting adjourned. The time of adjournment was j 'e l~.
