Motion by Councilmember McIntyre, seconded by Councilmember Emery, to continue consideration of an agreement with McMillin COll,lmunities to March 12, 1991. Motion carried unanimously. ITEM 4 WATER AVAILABILITY STATUS REPORT City Manager Bowersox stated that staff is preparing a resolution for Council action on March 12 that proposes a graduated lifeline amount for residential uses based on the number of persons per household, a percentage baseline for all other service types, and a certain amount reserved for special circumstances. Council briefly discussed the desirability of waiting for the County Water Authority to act on March 14, establishing restrictions on uses of water, before the City adopts use restrictions. City Manager Bowersox reviewed some measures being explored by staff for additional water supplies, including drilling wells in some city parks. 4096a Page 2 - CITY OF POWAY ADJOURNED REGULAR MEETING - March 9, 1991 ITEM 5 MEETING WITH SHERIFF ROACHE County Sheriff Jim Roache stated he is familiar with the community of Poway since he has been with the Sheriff's Department for 20 years and has been assigned to the Poway sub-station in the past. He reviewed with the City Council some of his Department's current issues, including staffing to open the new jail on Otay Mesa; other budget constraints; plans for facilities in Poway; and implementation of collection of booking fees. The City Council and City Manager left City Hall at 11:40 a.m. to tour the City and have lunch at the Bernardo Winery. Councilmember Higginson and City Clerk Wahlsten left the meeting at this point. ADOOURNNENT Council and Sheriff Roache returned to City Hall at 2:40 p.m., and upon motion by Councilmember Emery, seconded by Councilmember McIntyre, Mayor Goldsmith adjourned the meeting.
