The March 28, 1991, meeting of the City Council of the City of Poway,
adjourned from the March 26, 1991, regular meeting, was called to order at 4:35
p.m. by Mayor Goldsmith at the City Council Chambers, 13325 Civic Center Drive,
Poway, California.

AFFORDABLE HOUSING SITES
Item introduced by City Manager Bowersox. Staff report by Director of Planning
Services Wright-Quastler. As discussed at the February 28, 1991 workshop, Poway
lacks approximately 100 acres of appropriately zoned property to meet our
regional share of affordable housing as required by SB 2774. Staff has iden-
tified approximately 225 acres in 26 study areas that may be appropriate to
consider. Staff recommends that the Council give direction on areas they would
not want to consider and staff will then prepare a more comprehensive report on
the remaining sites.
Director Wright-Quastler explained the proposed Affordable Housing {AH} overlay
that could be used with specific plans developed for each site setting criteria
for development at various densities. This would give a property owner the
option of developing in accordance with the underlying zoning, or taking
advantage of the AH overlay.

Director Quastler reviewed each site with the Council. The following speakers

Following discussion, Council concurred they did not want staff to proceed with
areas 5, 11, 19, 20, 23, or 24 and added the areas at Bowron and Civic Center
Drive, south of SR 56, McMillln property west of Pomerado in South Poway, areas
around Pomerado Hospital and additional property south of Hilleary Park.
Following a suggestion by Mayor Goldsmith that the entire plan be put to the
voters, City Attorney Eckis requested time to look at the practical and legal
ramifications and bring an analysis to the Council.
