APRIL Il, 1991
The April 8, 1991, joint meeting of the City Council of the City of Poway,
and the Board of Education of Poway Unified School District, adjourned from the
April 2, 1991, regular City Council meeting, was called to order at 7:04 p.m. by
Mayor Goldsmith and President Ned Kohler at Meadowbrook Middle School, 12320
Meadowbrook Lane, Poway, California.

JOINT PROJECTS
City Manager Bowersox stated our city/redevelopment agency/school district
partnership in constructing projects is unusual in the state and to date,
approximately $14 million of projects have been completed. Assistant
Superintendent Abbott reviewed the status of the multipurpose facility at
Meadowbrook School, which is the last project on the master list created in
1983 to be completed. The plans will go to the state architect this month.

ITEM 7
FFA FACILITIES
City Manager Bowersox stated the facility for large animals in the Poway High
School agricultural program will be completed in approximately three weeks at
Lake Poway and the dedication will be Wednesday, April 10 at 3:30 p.m..
Assistant Superintendent Abbott stated the small animal facility being built on
campus should be complete by the beginning of the 1991-92 school year.
The Board and Council discussed use of the large animal facility by the 4-H
clubs and staff pointed out it would probably require an amendment to the use
agreement and the conditional use permit if the use went beyond what was
originally contemplated.
ITEM 8
MUSIC BOOSTERS USE OF PERFORMING ARTS CENTER
City Manager Bowersox stated the concerns raised by the Poway High Music
Boosters regarding their use of the Performing Arts Center appear to have been
resolved by Poway High School principal, Dr. Van Leuven.
Council and Board discussed need for better lighting of the stairs at the PAC;
the marquee locations for the high school and PAC; and replacing the street
lights at the entrance and exit of the driveway on Espola Road.

STATE BUDGET CRISIS
Assistant Superintendent Abbott stated that PUSD's budget will be cut approxima-
tely $6 million in the upcoming fiscal year and they are forming a citizens
budget review COmmmmlittee to assist in making decisions regarding where to cut.
City Manager Bowersox stated the legislature has not been able to balance their
budget and they are being creative in coming up with revenues for the counties
like booking fees to fund health services at the local agencies' expense.
ITEM 10
WATER CONSERVATION
City Manager Bowersox stated that the Metropolitan Water District is meeting
today and tomorrow and the San Diego County Water Authority will meet on
Thursday to adopt cutback requirements. It appears that the cutbacks will be
30%. He informed the Board about the Drought Assistance Response Team made up
of city employees that will be involved in education, conservation and
enforcement regarding water conservation.

The Board and Council dlscussed the County Water Authority's education program
for the elementary schools, efforts currently being made in the schools
regarding resource conservation; and delivering flyers regarding the water
conservation seminars to PUSD.
ITEM 11
STATE ROUTE 56
City Manager Bowersox stated that the connection of State Route 56 from Camel
Mountain Ranch to Pomerado Road should be finished by the end of the year. It
will be called North City Parkway its entire length.
ITEM 12
FUTURE JOINT PROJECTS
Council, Board and staff discussed possible future joint projects such as a
large vehicle washing facility; automotive repair; natural gas fueling station;
administrative facilities; and library operation.

concurred there should be a joint meeting annually.
