There ITEM 3 AFFORDABLE HOUSING NEEDS ASSESSMENT REPORT FROM REDEVELOPMENT ADVISORY COMMITTEE Item introduced by City Manager Bowersox. Staff report by Assistant City Manager Fitch. The Redevelopment Advisory Committee has been assigned the responsibility of reviewing potential uses of low and moderate housing fund. He introduced Tom Tremble, Chairman of the Redevelopment Advisory Committee, who explained the process the committee had used and emphasized their focus on current Poway residents. As a first step, they contracted with Cotton/Beland to do an affordable housing needs assessment of Poway which was presented to the City Council on November 27, 1990. In analyzing that, they prepared eleven recommendations for use of the low and moderate housing fund with an emphasis on senior citizen housing. 4135 Page 2 - CITY OF POWAY ADJOURNED REGULAR MEETING - April 11, lg91 Council discussed the recon~endatlons and concurred in general with the Committee's direction. The Con~nittee was also requested to explore inclusionary zoning where a certain number of units in each project would be set aside for low income residents or payment of an in-lieu fee would be required. Council also discussed the Regional Growth Management Plan and whether or not it could change the Series 7 population forecast numbers since services may not be available. Director of Planning Services Wright-Quastler stated the Technical Committee is working on the assumption Series 7 will happen and is looking at ways to provide the necessary services. Paul Grimes, 13720 Highlands Terrace, and a member of the Redevelopment Advisory Committee, stated a concern about the emphasis on seniors since there is a need in the community for housing for young families, too. Philip Butzen, 1263D Monte Vista, stated there is a need for low income housing around the hospital since there is a large concentration of employees in lower paying jobs. Following discussion, motion by Mayor Goldsmith, seconded by Councilmember McIntyre to authorize the Redevelopment Advisory Committee to continue their work as recommended, with a report back in three to four months together with the Migrant Worker Housing Committee's report, including an overall plan with targeted sites, and with inclusionary zoning and in lieu ways being explored as a means of substantially complying with Bergeson bill requirements. Motion carried 4-0 with Councilmember Higginson absent. ITEMS 4 AND 5 WATER SUPPLY City Manager Bowersox stated that the County Water Authority had today approved a 20% mandatory cutback in water allocations and these items will be discussed at the City Council's April 16, 1991 meeting. Motion by Councllmember Emery, consideration of these items Councilmember Higginson absent. seconded by Councllmember McIntyre, to continue to April 16, 1991.
