APRIL 18, 1991
The April 18, 1991, meeting of the City Council of the City of Poway,
adjourned from the April 16, 1991, regular meeting, was called to order at 4:40
p.m. by Deputy Mayor Emery at the City Council Chambers, 13325 Civic Center

Deputy Mayor Emery presented a proclamation declaring April 21-27, 1991, as
"National Volunteer Week" to Kenneth Swanson, coordinator of the Grandpeople
Volunteer Program at Valley Elementary School.

Mayor Goldsmith explained the procedure for Public Oral Communications. There
was no one present wishing to speak.

CALTRANS - REGARDING 1-15 CORRIDOR
Mayor Goldsmith introduced James Gonsalves from Assemblywoman Tricia Hunter's
office; Kevin McNamara, Chairman of the Penasquitos Planning Group and the
Mid-County Association of Communities; and members of the Transportation
Advisory Corr~rlittee: Randy Wilkins, Chair; Joe Oliva; Betty Rexford; Hannah
Cohen; Tim Seipel; and Neville Bothwell.

Director of Engineering Services Weston introduced Jim Linthicum, Project
Manager, Sheldon Craig, Deputy Director for Project Studies, and Mark Leja,
representatives from CalTrans.
They discussed the Mercy Road interchange, park and ride lots, ramp metering,
and SR 125. Council expressed concern regarding the impact of metering south-
bound Poway Road ramp since the expected demand from Mira Mesa, Mercy, and Poway
Roads in 1995 is 7,600 and the metered rate w111 be 4,700. This will cause
severe traffic backups in the communities leading to 1-15. They also expressed
concern regarding the ramp improvements on Mercy Road not being completed when
Alternate 8A is completed and Mr. McNamara noted that the Penasquitos Planning
Group will oppose the opening of Alternate 8A before the ramp improvements are
completed.
Joe Oliva asked about restricting heavy vehicles on 1-15 during peak commute
hours. Randy Wilkins noted that the northbound ramp from Poway Road does not
need metering at this time because of the very low volume of traffic.
Mayor Goldsmith thanked the CalTrans representatives for attending the workshop.
Upon motlon by Councllmember Hlgginson, seconded by Councilmember McIntyre,
Mayor Goldsmith ordered the meeting adjourned. The time of adjournment was
5:45 p.m.
