CC 2005 08-04 CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING AUGUST 4, 2005 The August 4, 2005, Adjourned Regular Meeting of the City Council of the City of Poway, was called to order at 6:05 p.m. by Mayor Cafagna at the City Council Chambers, 13325 Civic Center Drive, Poway, California. PUBLIC ORAL COMMUNICATIONS Mayor Cafagna explained the procedure for Public Oral Communications. There was no one present wishing to speak. WORKSHOP ITEMS ITEM 1 HOUSING ELEMENT UPDATE (0220-40) City Manager Bowersox introduced City Planner, Patti Brindle, who gave the staff report and a PowerPoint presentation. 8455 Page 2 - CITY OF POWAY - August 4,2005 The PowerPoint presentation outlined the purpose of the Housing Element, its relationship to the Redevelopment Agency's Redevelopment and Housing Implementation Plan, regional housing needs, identification of adequate sites, and policy considerations. The Housing Element is one of seven mandatory General Plan Elements, which must be updated every five years and jurisdictions must incorporate extensive content requirements. Jurisdictions must demonstrate that they have enough properly zoned land to satisfy regionally determined housing needs. Elements must also include programs and policies or strategies to achieve a full range of housing opportunities. The goal of the Housing Element Amendment is to develop housing policies that are appropriate for Poway yet still comply with State law. A significant increase in the number of regional share units, the increase in housing costs, plus significantly tougher site inventory criteria that have been established by the State, have resulted in policy questions that require City Council direction before the Housing Element is updated. With the site inventory requirements of State law, amendments to the General Plan and Zoning Ordinance are necessary. In order to determine the amendments that would be needed several strategies must be considered including: 1) an inventory of currently planned sites; 2) increase density of currently planned low income sites; 3) residential apartment zone upgrade; 4) mixed use zone amendment; 5) rezone privately owned property; 6) evaluate unit potential with mixed use development in commercial zones; 7) increase density of currently planned moderate income sites. The City Council received the presentation, directed staff to move forward with the update, while also working with the rest of the cities in the county to address the housing requirements that the State is forcing onto cities.
