The April 25, 1991, meeting of the City Council of the City of Poway,
adjourned from the April 23, 1991, regular meeting, was called to order at 4:35
p.m. by Mayor Goldsmith at the City Council Chambers, 13325 Civic Center Drive,
Poway, California.

HOUSING ELEMENT
Director of Planning Services Wright-Quastler stated staff is presenting a pre-
liminary draft of the Housing Element proposed to be adopted as part of the
General Plan update, including the basic text with charts and tables. She
reviewed the added potential sites for low and moderate income housing as a
result of the March 28, 1991 workshop.
Council discussed the effect of cor, irlents on our Housing Element by the State
Department of Housing and Community Development.
Mayor Goldsmith presented an outline of items to be discussed/added to the
Housing Element including restraints such as Proposition FF and traffic; number
of units that can be gained from inclusionary zoning and accessory structures;
appointing a Housing Advisory Committee to deal with the Affordable Housing {AH)
overlay zone; removing specific sites and only addressing numbers of units of
each type; impacts over the next 15 years from the South Poway Industrial Park.

Margaret McKee, 13667 Twin Peaks Road, requested removal of their property
from a list of potential sites.
Motion by Councllmember McIntyre, seconded by Councllmember Snesko, to remove
the site from any list. Motion carried unanimously.
Tom Markley, 16607 Martlncoit Road, stated that traffic, sewer capacity, and
schools are all impacts that need to be considered.
Betty Rexford, 11570 Creek Road, stated she is in favor of a Housing
Advisory Committee.
Philip Butzen, 12630 Monte Vista Road, described a proposal for housing for
12 persons of very low income on Monte Vista Road he had made to the
Redevelopment Advisory Committee.
Motion by Councilmember McIntyre, seconded by Councilmember Snesko to approve
Mayor Goldsmith's proposed additions/comments regarding the Housing Element.
City Attorney Eckis clarified the key elements are: 1) all properties are
eligible for AH zoning; 2) in lieu of designating specific sites, establish
criteria for sites to be selected in the future; 3) identify that there are
sufficient properties available as potential candidate sites to meet the state
mandates; 4) as appropriate, redesignate sites now; 5) set forth specific imple-
mentation program on a year to year basis as to how the plan is to be
accomplished. Motion carried 4-0 with Councilmember Emery having left the
meeting. {Councilmember Emery left the meeting at 6:02 p.m. He stated support
for Mayor Goldsmith's plan prior to leaving the meeting during discussion of the
motion}.
ITEM 5
GENERAL PLAN UPDATE
City Manager Bowersox stated that staff is currently working on an update to the
General Plan which must be done every five years. The Plan is not being rewrit-
ten since Council and the community have been very firm in sticking with the
General Plan as originally adopted in 1983. Council comments included need to
be sure the plan is internally consistent.
CLOSED SESSION
City Attorney Eckis requested a closed session be held pursuant to Government
Code Section 54956.9{a) regarding Poway v. Pomerado Investments. Mayor
Goldsmith called for a closed session at 6:10 p.m.

Mayor Goldsmith called the meeting back to order at 6:25 p.m. and stated the
Council had met with the trial attorney, Tamara Smith, during closed session and
instructed her on settlement authority. Motion by Councilmember McIntyre,
seconded by Councilmember Higginson to continue this item to April 30, 1991.
Motion carried 4-0 with Councilmember Emery absent.
Mayor Goldsmith ordered the meeting adjourned at 6:26 p.m.
