A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA
DETERMINING THAT THE
OLD POWAY PARK PARKS MAINTENANCE FACILITY
IS OF BENEFIT TO THE PAGUAY REDEVELOPMENT PROJECT
WHEREAS, the Poway Redevelopment Agency is authorized to carry out the
redevelopment of the Poway Redevelopment Project Area; and
WHEREAS, the Poway Redevelopment Agency, in partnership with the local
business and residential community, has identified a need for the Old Poway Park Parks
Maintenance Facility to provide a more functional facility for existing maintenance
operations, including expanded maintenance operations for the Aubrey Park Softball Fields
and future public use expansions in the Old Poway Park area; and
WHEREAS, the Old Poway Park Parks Maintenance Facility Project is proposed to
be located within the Paguay Redevelopment Project Area and the improvements are
necessary for the execution of the Project under the provisions of California Community
Redevelopment Law (Health and Safety Code, Section 33000 et seq.) and pursuant to the
Redevelopment Plan for the Project which was adopted on December 13, 1983, by
Ordinance No. 117 of the City Council and amended on June 15, 1993, by Ordinance No.
415 of the City Council; and
WHEREAS, Section 33445 of the California Health and Safety Code requires the
City Council to determine that the project is of benefit to the Paguay Redevelopment
Project and that no other reasonable means of financing are available to the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as
follows:
Section 1. The City Council hereby determines that the Old Poway Park Parks
Maintenance Facility Project, which will convert existing commercial space to a more
functional facility with interior remodel, roofing and siding, security fencing, lot drainage
improvements, signage, etc. will be of benefit to the Paguay Redevelopment Project and
the surrounding community in that the improvements will move maintenance operations out
of a temporary storage container into a permanent structure which will accommodate the
need for increased and expanded maintenance operations for Old Poway Park area.
Further, the project will meet goals listed in the Redevelopment Plan, as amended on June
15, 1993, and in the Redevelopment and Housing Implementation Plan, which includes the
acquisition and development of new Parks and Recreation facilities to meet General Plan
requirements. Also, the project will meet the goal of provision of needed improvements to
the community's educational, cultural, residential and other community facilities to better
serve the Project Area.
Section 2. The City Council further determines that no other reasonable means of
financing the improvements are available to the community.

Section 3. The City Clerk shall certify to the adoption of this Resolution.
PASSED, ADOPTED AND APPROVED, by the City Council ofthe City of Poway at
a regular meeting this 30th day of August 2005.
