A PUBLIC HEARING on this item will be held before the POWAY CITY COUNCIL at the time and location noted below. Environmental Assessment and Tentative Tract Map (TTM) 19-004 and Minor Development Review Application (MDRA) 18-014, a request to construct a 6,982 square-foot, single-family home and 2,492 square feet of garage, workshop and storage area on Lot 10 of the Williams Ranch Subdivision, a vacant lot at the westerly terminus Del Poniente Road located in the Rural Residential A (RR-A) zone. The proposed project would require that mitigation measure(s) included in the Mitigated Negative Declaration adopted for the Williams Ranch subdivision (TTM 89-09) and included as condition(s) of approval for TTM 89-09 be modified to allow a two-story home to be constructed on Lot 10 when a condition of approval and a mitigation measure requires that the home on Lot 10 be limited to one-story for view aesthetic purposes. The applicant also proposes to modify the boundary of an open space easement established by the TTM in order to provide required fire fuel management zones for the new home and exchange the open space encroachment area with another area on the property. The site is not on any of the lists compiled pursuant to Section 65962.5 of the Government Code. This includes, but is not limited to, lists of hazardous waste facilities, land designated as hazardous waste property, hazardous waste disposal sites, and the information in the Hazardous Waste and Substances Statement required under subsection (f) of that Section.
